국문 초록

최근 학교자치에 대한 관심이 높아지고 있다. 이 논문은 학부모의 관심과 참여 활성화가 학교자치를 성공으로 이끄는 핵심이라는 관점에서 작성되었다. 먼저 학교자치의 의의와 진행 과정 및 학부모의 권리와 역할에 대해 조명하였다. 이어서 경기도의 단위학교자치 구현 방안과 광주와 전북의 학교자치조례를 분석․평가하고, 학부모들의 심층면담을 통해 학교자치의 실상과 문제점을 파악하였다. 학교자치가 결코 쉬운 것이 아님을 모두가 인식하고, 학교자치의 성공이 학부모에게 달려있음을 인정하며, 학부모의 학교 참여를 환영․지지․존중할 필요가 있다. 또한 학부모 참여 촉진을 위한 기본적 인프라 구축과 현 상태에서도 가능한 일부터 학부모 스스로 해나갈 것을 발전적 대안으로 제시한다.

영문 초록

Interest in school autonomy is on the rise. This paper was written from the perspective that activating parents interest and participation is the key to leading school autonomy to success. First, it sheds light on the significance and process of school autonomy and the rights and roles of parents. It then analyzed and evaluated the implementation of unit school autonomy in Gyeonggi Province, and the school autonomy ordinance in Gwangju Metropolitan City and Jeollabukdo Province, and identified the reality and problems of school autonomy through in-depth interviews of parents. Everyone recognizes that school autonomy is never easy, admits that the success of school autonomy is up to parents, and needs to welcome, support, and respect parents participation in school. It also suggests building basic infrastructure to promote participation of parents and doing what is possible even under the current circumstances by parents themselves as a developmental alternative.
