신동유럽 3개국의 유럽과 러시아로의 ‘선회(pivoting)’와 ‘잇기(bridging)’

국문 초록

우크라이나, 벨라루스, 몰도바 등 신동유럽 3개국은 러시아 제국과 소비에트 시기를 거치면서 축적되어온 소비에트의 유산과 정체성 그리고 포스트-소비에트 시기에 확산되고 있는 유럽적 속성과 정체성 사이에서 확고한 방향을 설정하지 못하고 있다. 최근 3개국 외교정책과 안보전략에서는 EU와 러시아 사이에서 어떤 지향성을 선택할지를 둘러싸고 시기별, 국가별로 큰 차이를 보이고 있는데, 본 논문은 3개국의 유럽 지향성과 러시아 지향성을 파악하고 그중에서도 독립 이후 이들이 추진하고 있는 유럽 지향성이 외교안보 정책에 어느 정도 반영되어 있는지를 파악하려는 목적을 지니고 있다. 이를 위를 위해 본 논문에서는 양자 사이에서 균형을 추진하는 ‘선회’와 양자를 이어주는 ‘잇기’라는 개념을 통해 이들의 정체성과 그것이 어떻게 정치와 외교 안보 정책에서 발현되고 있는지를 살펴본다.

영문 초록

The three New Eastern European countries of Ukraine, Belarus, and Moldova have struggled to establish a clear direction between the Russian characteristics and identity accumulated during the Russian Empire and Soviet eras and the European characteristics and identity that are spreading in the post-Soviet era. Recently, the three countries’ foreign policies and security strategies have shown significant differences across time periods and countries regarding their orientation between the EU and Russia. This paper aims to understand the three countries’ European and Russian orientations and, more specifically, to determine the extent to which their European orientation since independence has been reflected in their foreign and security policies. To this end, this paper examines their identities and how they are manifested in politics, foreign affairs, and security policies through the concepts of “pivoting,” which pursues a balance between the two, and “bridging,” which connects them.
