정부업무평가의 제도적 정합성에 관한 서설적 연구: 특정평가에 대한 질적 메타분석 중심으로

국문 초록

본 연구는 제도적 정합성 관점에서 정부업무평가의 핵심축인 ‘특정평가’의 제도적 실효성을 저해하는 요인을 탐색함을 목적으로 하고 있다. 이를 달성하기 위해 특정평가를 논한 학계의 질적 연구 16편을 대상으로 귀납적-탐색적 메타분석을 수행하였으며, 제도의 내적·외적 정합성을 저해하는 제도 운영의 한계를 규명하고자 하였다. 분석결과 내적 정합성을 저해하는 요인은 ▴평가의 목적과 세부 평가 부문 간의 부조화, ▴평가 부문의 다원화로 인한 통합성 저해 및 과중한 업무 부담, ▴환류 체계의 경직성이 확인되었다. 외적 정합성 측면에서는 ▴제도 간 평가 대상의 중복, ▴행정부 임기와 평가 주기의 불일치 등이 거시적 측면에서 제도의 효과성을 저해하는 요소로 분석되었다. 이상의 연구 결과를 토대로, 본 연구는 특정평가의 거시적 구조와 미시적 운영을 통합적으로 조망하고 향후 제도의 근본적 재설계를 위한 정책적 함의를 제시하는 것으로 마무리하였다.

영문 초록

This study aims to explore the factors that undermine the institutional effectiveness of the Targeted Evaluation—a core pillar of Korea’s Government Performance Evaluation—through the lens of institutional coherence. To this end, an inductive and exploratory meta-analysis was conducted on 16 qualitative studies that examined the Targeted Evaluation, with the objective of identifying limitations in the system’s operation that weaken both its internal and external coherence. The analysis reveals that the main factors undermining internal coherence are: (a) the misalignment between the overarching objectives of evaluation and the sub-evaluation domains, (b) the erosion of integration and excessive administrative burden caused by the diversification of evaluation domains, and (c) the rigidity of the feedback mechanisms. In terms of external coherence, (a) duplication of evaluation targets across different systems and (b) the mismatch between the presidential term and the evaluation cycle were identified as macro-level factors diminishing the system’s effectiveness. Building on these findings, the study concludes by offering policy implications for a fundamental redesign of the Targeted Evaluation, presenting an integrated perspective that links its macro-level structure with its micro-level operation.
