국문 초록

본 연구는 수도권 집중과 지방소멸이라는 구조적 문제에 대응하기 위한 국가 정책인RISE(Regional Innovation System Education) 사업의 해양교육 분야 적용 가능성을 검토하는데 목적이 있다. 이를 위해 해양산업 기반이 강한 전라남도를 중심으로 RISE 사업의 추진 현황을 분석하고 해양교육의 특수성과 지역 산업 수요를 반영한 실행 전략을 도출하였다. 구체적으로는 산학협력형 실무 교육 강화, 해양특화 공유대학 및 공동학위제 운영, 해양 전문기관과의 협력체계 구축 등 세 가지 전략을 제안하였다. 이러한 연계 모델은 해양 전문인력의 양성, 청년 인재의 지역 정착, 해양산업 경쟁력 강화를 동시에 실현할 수 있는 통합적 발전 전략으로 작용할 것으로 기대된다.

영문 초록

This study aims to examine the applicability of the RISE (Regional Innovation System Education) initiative a national policy designed to address the structural issues of metropolitan concentration and regional depopulation to the field of maritime education. Focusing on Jeollanam-do, a region with a strong maritime industrial base, this study analyzes the current implementation status of the RISE program and derives practical strategies that reflect the unique characteristics of maritime education and the demands of local industries. Specifically, three strategic approaches are proposed: strengthening practice-oriented education through university-industry cooperation, operating a maritime-focused joint university system and joint degree programs, establishing collaborative networks with specialized maritime institutions. These integrated models are expected to function as comprehensive development strategies that simultaneously foster maritime professionals, encourage local settlement of young talent, enhance the competitiveness of the maritime industry.
