국문 초록

본 연구는 해상풍력단지 조성이 해상교통에 미치는 실제 영향을 분석하고, 이에 대응하기 위한 관제 운영 및 정책·제도 개선방안을 제시한다. 해상풍력단지 건설로 인한 선박 항로 변경과 항행 안전성 변화를 AIS 데이터를 기반으로 분석하였으며, 풍력단지 인근 해상교통관제(VTS) 운영상의 문제점을 고찰하고, 풍력터빈이 레이더 및 AIS 탐지에 미치는 영향을 검토하였다. 연구결과, 해상풍력단지는 선박 통항 밀도 증가와 항로 복잡성 상승을 초래하여 충돌 위험을 높이는 것으로 나타났다. 또한 기존 VTS 시스템의 기능 보완과 레이더 탐지 기술의 개선이 필요함을 확인하였다. 이러한 분석을 토대로 해상교통 안전 확보를 위한 대체항로 지정, VTS 운영 개선, 레이더 기술 발전, 법·제도 정비 등의 종합적인 대응방안을 제안한다.

영문 초록

This study examines the impact of offshore wind farm development on maritime traffic safety and proposes improvements in traffic control and regulatory measures. We analyze changes in vessel routing and navigational safety due to offshore wind farms using AIS data, and we investigate challenges in Vessel Traffic Service (VTS) operations, as well as the effects of wind turbines on radar and AIS detection. The results show that offshore wind farms increase vessel traffic density and complexity, leading to higher collision risks. We also identify the need for enhanced VTS capabilities and improved radar detection technologies to mitigate these risks. Based on these findings, we propose comprehensive strategies including designated routing schemes, VTS operation enhancements, advanced radar/AIS technologies, and regulatory reforms to ensure maritime safety in the coexistence of offshore wind farms and shipping.
