고준위방사성폐기물 처분장 건설에 관한 주민 수용성 연구

국문 초록

본 연구는 고준위방사성폐기물(HLW) 처분장에 관한 인식이 주민 수용성에 미치는 영향을 분석하고, 주민 수용성을 높이는방안을 제시하는 것을 목적으로 시행되었다. 대면 조사, SNS를 통하여 180부의 설문을 배포하였으며, 무성의하거나 불충분하게 응답 된 설문지 21부를 제외한 159부의 결과를 분석하였다. 분석 결과, 고준위방사성폐기물 처분장에 대한 인식과 주민 수용성은 성별 및 연령대에 따라 차이를 보였다. 고준위방사성폐기물 처분장 건설에 대하여 성별은 유의수준 0.05에서 통계적차이가 나타났다. 비선호 시설 입지에 대하여 장애인복지시설을 제외한 전 항목에서 통계적 차이가 나타났다. 고준위방사성폐기물 처분장 건설 수용성 조사 결과 ‘관리·운영성’ 문항에서 유의수준 0.05에서, 연령에 따른 분석 결과 ‘환경성’에서 유의수준 0.01의 통계적 차이가 나타났다. 특히 여성과 40대 연령층에서 고준위방사성폐기물(HLW) 처분장에 관한 부정적인 인식이강한 것으로 나타났다. 고준위방사성폐기물 처분장에 관한 주민 수용성에 미치는 주요 요인은 경제성인 것으로 조사되었으며, 거주지역 내 처분장 입지와 관련하여 환경성 및 안전성도 중요한 요인으로 작용하는 것으로 확인되었다. 결론적으로 고준위방사성폐기물 처분장 건설 시 주민들의 신뢰를 얻기 위해서는 경제적 지원뿐만 아니라 환경에 대한 영향을 최소화하고, 처분 시설 운영에 대한 안전성 보장도 함께 고려해야 하는 것으로 사료된다.

영문 초록

This study aims to analyze the impact of public perception of high-level radioactive waste(HLW) disposal facilities on community acceptance and propose measures to enhance public acceptance. A total of 180 surveys were distributed through face-to-face interviews and social media, and 159 valid responses were analyzed after excluding 21 incomplete or poorly answered surveys. The analysis revealed that perceptions of and public acceptance toward high-level radioactive waste (HLW) disposal facilities varied by gender and age group. Regarding the construction of HLW disposal facilities, statistically significant differences were observed by gender at the 0.05 significance level. For the siting of undesirable facilities, statistically significant differences were found in all categories except for facilities for persons with disabilities. In the survey on acceptance of HLW disposal facility construction, statistically significant differences were found in the ‘management and operational aspects’ category at the 0.05 level, and in the ‘environmental aspects’ category by age at the 0.01 level. Notably, negative perceptions of HLW disposal facilities were particularly strong among women and individuals in their 40’s. Economic factors have been identified as the primary determinant influencing public acceptance of high-level radioactive waste disposal facilities, while environmental and safety concerns have also been found to play significant roles, particularly when such facilities are located within residential areas. In conclusion, to gain the trust of residents in the construction of an HLW disposal facility, it is essential to provide economic support, minimize environmental impacts, and ensure the safety of facility operations.
