국문 초록

본 논문은 맹자의 도덕 철학을 활용하여 북한 난민 문제를 동아시아 철학 전통에 기반한 인도주의적 관점에서 고찰한다. 북한 난민들은 북한 내에서 심각한 인권 침해를 겪고 있으며, 새로 정착한 중국과 한국에서도 여러 어려움을 겪고 있다. 그러나 현실에서 북한 난민 문제는 다른 지정학적 이슈 등으로 인해 충분한 학문적 관심을 받지 못하고 있다. 본 연구는 북한 난민 문제에 대하여 기존의 서구 중심주의의 관점에서 벗어나 맹자 철학을 적용하여 인도주의적, 법철학적 관점을 제시한다. 맹자의 철학은 인간의 내재된 연민과 도덕적 책임을 강조하며, 인도주의적 위기를 해결함에 있어 공감과 윤리적 리더십의 중요성을 부각한다. 이러한 접근은 특히 유교 문화의 영향을 받은 동아시아 국가에서 더욱 의미가 있다. 본 연구는 도덕 철학을 적용할 때 발생할 수 있는 실질적 실행의 어려움이나 문화적 오해와 같은 한계를 인식하면서도, 난민 문제에 동양 철학적 관점을 포함함으로써 난민 연구의 범위를 확장한다. 이러한 접근은 분석적 시각을 넓히고, 난민 보호를 위한 보다 포괄적이고 통합적인 전략을 개발하는 데 기여할 수 있다.

영문 초록

This paper examines the North Korean refugee situation using Mencius’s moral philosophy, promoting a humanitarian perspective grounded in East Asian philosophical traditions. North Korean refugees endure significant human rights violations and face numerous challenges in China and South Korea; nonetheless, this issue is neglected due to other geopolitical considerations. By applying Mencius’s philosophy, this paper offers a humanitarian and legal-philosophical approach to the North Korean refugee dilemma, going beyond prevailing Western-centric frameworks. It emphasizes the significance of empathy and ethical leadership in tackling humanitarian situations, especially in East Asian nations shaped by Confucian culture. The research enhances refugee scholarship by including Eastern philosophical viewpoints, albeit recognizing limits such as practical implementation issues and potential cultural misunderstandings when Western institutions promote these ideologies. This inclusion expands the analytical perspective, highlighting the need of varied cultural views in developing more inclusive and comprehensive strategies for refugee protection, with consequences for both scholarly discussion and policy formulation.
