제주자치경찰공무원의 승진현황과 개선방안에 관한 연구

국문 초록

익히 알려진 바와 같이 제주자치경찰제는 노무현 참여정부에서 '제주특별자치도 설치 및 국제자유도시 조성을 위한 특별법'(일명 제주특별법)의 의무적 규정에 따라 2006년 7월 1일자로 국내에서 최초로 설치된 후 만5년이 지났다. 출범과 동시에 제주자치경찰은 제주특별자치도에 자치경찰단을 두고 제주시와 서귀포시에 각각 행정시장의 보조기관으로 자치경찰대를 설치해 운영해 오다가 2011년 5월 23일 공포된 제주특별자치도법 개정에 따라 행정시에 두던 자치경찰대 2개를 자치경찰단 소속으로 전격 일원화 하는 조직개편을 단행했다. 향후 이 조직의 새로운 모습은 조례로 정할 것이다. 한편 그동안 제주도는 이른바「제주특별자치도 자치경찰주민봉사대 관리운영에 관한 규정」에 따라 부족한 자치경찰인력을 보완하기 위해 제주시와 서귀포시 자치경찰대 소속으로 『자치경찰주민봉사대』를 운영해 오고 있다. 이것은 2009년 3월에 출범했고 2011년 현재 112명이 자치경찰지원활동을 펼치고 있는바, 부족한 자치경찰의 인력을 보완하고 주민들의 직접참여를 통해 지역치안활동을 수행하는 지역사회경찰활동(Community Policing)으로 평가받고 있다. 2011년 10월 현재 제주자치경찰공무원은 94명이며 추가로 6명의 외국어 특기자와 7명의 일반 자치순경 등 총 13명의 자치순경 선발이 현재 진행되고 있어 2012년에 자치경찰의 인원은 107명으로 증가될 예정이다. 본 논문은 제주자치경찰관들에게 심각하게 대두될 승진적체문제에 대해 고찰하며 그 해결방안을 제시하는데 목적을 두고 문헌조사방식에 의해 연구되었다. 특히 제주자치경찰 분야에서 승진적체문제에 관한 주제를 직접적으로 다룬 논문은 거의 없고 본 논문이 처음 시도한 것으로 보인다.

영문 초록

As it has been known well, 5 years has passed since the participatory administration of the former president of Republic of Korea, Roh, Moo-Hyun founded Jeju Municipal Police System dated July 1st of 2006 in accordance with the compulsory provisions of 'Special Act on The Establishment of Jeju Special Self-Governing Province and The Development of Free International City (namely, Jeju Special Act)'. Jeju Municipal Police had no sooner established the municipal police bureau in Jeju Special Self-governing Province than it was founded and then had respectively run a municipal police force as an administrative subsidiary organ at Jeju and Seogwipo. Then, the Municipal Police reformed the organization to unify such two municipal police forces into the municipal police bureau under the revised provisions of Jeju Special Self-Governing Act proclaimed in May 23rd of 2011. Later, the details of the new organization will be stipulated by the ordinance. Meanwhile, Jeju has operated 'Municipal Citizen Police Corps' belonging to the municipal police force of Jeju and Seogwipo in order to supplement insufficient municipal police personnel in accordance with 'regulations on management and operation of municipal citizen police corps of Jeju Special Self-Governing Province'. Such municipal citizen police corps was founded in March of 2009 and as of 2011, 112 citizen policemen are working. So, it has evaluated as a community policing which supplements insufficient municipal police personnel and serves local public order and security through direct participation of citizen. Jeju has 94 municipal police officers as of October of 2011, and additionally the selection for total 14 municipal policemen of 6 foreign language talented policemen and 8 general policemen is in progress. So, total number of municipal policemen will increase into 108 policemen in 2012. The purpose of this study is to examine a promotion congestion problem which would be seriously issued to Jeju municipal policemen later and to suggest the solution based on a documentary survey.
