성과측정 역설(PMX)의 통제, 무엇이 필요한가: 청년정책을 중심으로

본 연구는 성과관리의 실효성을 저해하는 주요 요인으로 ‘성과측정 역설(PMX)’에 주목하고, 이를 통제하기 위한 관리적 방안을 청년정책 대상으로 실증분석하였다. PMX는 성과관리의 핵심 활동인 성과측정 단계에서 나타나는 의도적 또는 비의도적 왜곡 현상으로, 주로 대표성이 부족한 지표의 선정, 도전적이지 않은 목표치 설정, 결과보다는 투입·과정 중심의 측정 형태로 나타난다. 본 연구는 17개 광역자치단체의 2023년 청년정책 시행계획을 바탕으로 PMX 실태를 진단하고, 위계선형모형(HLM)을 통해 그 영향요인을 각각 사업 수준과 광역 수준의 관리적 요인을 중심으로 분석하였다. 분석결과, 전체 1,528개 사업 중 77.2%에서 최소 1개 이상의 PMX 유형이 나타났으며, 사업 수준의 관리적 요인인 대상 모호성과 사업 자율성, 광역 수준의 관리적 요인인 정책관리조직과 전달체계가 PMX에 유의미한 영향을 미치는 것을 확인하였다. 이를 바탕으로 본 연구는 청년정책 내 PMX의 효과적 통제를 위한 핵심 관리과제로 정책 대상의 명확화와 청년전담부서의 권한 강화, 청년센터 설치 등 광역별 조직적 기반 확보를 제시하였다.

영문 초록

This study examines the Performance Measurement Paradox (PMX) as a critical factor that undermines the effectiveness of performance management. It empirically investigates managerial approaches for its control, focusing on youth policy in South Korea. PMX refers to both intentional and unintentional distortions that occur during the performance measurement phase, such as the selection of non-representative indicators, the setting of unambitious targets, and measurement practices that emphasize inputs or processes over outcomes. The study draws upon the 2023 youth policy implementation plans of 17 metropolitan governments to assess the current state of PMX and analyzes its factors through hierarchical linear modeling (HLM), with a particular focus on managerial factors at both the project and metropolitan levels. The findings indicate that 77.2% of the 1,528 projects exhibited at least one type of PMX. Project-level factors, including target ambiguity and autonomy, and metropolitan-level factors, such as policy management organizations and delivery systems, have been identified as significant contributors to PMX. In light of these findings, the study proposes key management strategies to effectively control PMX within youth policy: clarifying policy targets, and securing a solid organizational foundation such as the consolidation of the authority of youth policy units and the establishment of youth centers across regions.
