국문 초록

(Purpose) This study aimed to analyze the policy implementation process of the faculty overseas dispatch program, which is conducted as a means of public diplomacy, from the perspective of dispatched faculty based on the policy network model. Through this analysis, the study sought to identify problems that arise during the program implementation process and derive improvement measures, thereby contributing to the development of the faculty overseas dispatch program as an efficient means for public diplomacy. (Design/methodology/approach) To this end, semi-structured individual in-depth interviews were conducted with seven faculties who had experience participating in the programs implemented by the Ministry of Education, Ministry of Foreign Affairs, Ministry of Culture, Sports and Tourism, and the Korean National Commission for UNESCO. Data was collected through preliminary surveys and two rounds of interviews. The program implementation process was divided into three stages: “pre-dispatch preparation stage, dispatch stage (in terms of stay and living aspects, and dispatch work performance aspects), and post-dispatch wrap-up and return stage.” The data collected through interviews was analyzed according to the policy network model, categorizing it into actors, interactions, network structure, and characteristics. (Findings) The study revealed a lack or insufficiency of practical support for dispatched faculties in their preparation, stay, living arrangements, work performance, and preparation for return. The fundamental cause is identified as the absence of monitoring and support for dispatched faculties in the actors' goals and key actions. Furthermore, it was confirmed that effective interaction between actors is not taking place due to a shortage of information, human, material, and financial resources. Even when interaction is attempted, it does not reach the stage of problem-solving through resource input. The network structure generally shows a low level of institutionalization, and a power structure between Korean institutions and faculties has been formed due to power imbalances. (Research implications or Originality) This study examined the policy implementation process of the faculty overseas dispatch program from the perspective of dispatched faculties, analyzed it based on policy network theory, and identified problems as well as practical improvement measures. Building on the research findings, it is expected that the faculty overseas dispatch program can be leveraged as a more effective means for public diplomacy.
