국문 초록

초고령사회로 빠르게 진입하고 있는 제주지역의 인구 구조 변화와 노동 시장의 특성을 고려하여 정년연장의 필요성을 강조하고, 정년연장 도입 시 발생할 수 있는 쟁점 사항들을 분석하며, 향후 제주특별자치도 차원에서 추진해야 할 정책 방향과 실천 전략을 제시하고자 한다. 특히, 제주지역 고령자의 높은 경제활동 참여 의향, 생산연령인구 감소에 따른 노동력 부족 심화, 낮은 임금 수준과 노후 준비 부족 문제, 숙련 노동력 유출 등의 현실을 바탕으로 정년연장의 당위성을 인적자원관리의 관점에서 강조한다. 또한, 청년 일자리와의 관계, 은퇴 연령과 국민연금 수령 기간의 괴리, 연공급제 임금체계의 재정 부담, 정년연장의 법적 보장 필요성 등 쟁점 사항에 대한 심층적인 분석을 통해 제주지역 특성에 맞는 단계적이고 사회적 합의를 기반으로 하는 정년연장 정책 추진 방안 필요성 등을 제시하였다.

영문 초록

This study addresses the pressing need to extend the retirement age in Jeju Island, a region undergoing a rapid transition into an ultra-aged society. Considering the island’s shifting demographic structure and evolving labor market dynamics, major challenges associated with the introduction of retirement age extension are critically examined, and strategic policy directions and actionable frameworks for implementation at the level of the Jeju Special Self-Governing Province are proposed. Drawing from a human resource management perspective, the research highlights the necessity of retirement age extension in light of key realities: the high economic participation willingness among the elderly population, the intensifying labor shortage driven by the decline in the working-age demographic, persistently low wage levels, inadequate retirement preparedness, and the significant outflow of skilled labor. Furthermore, through an in-depth analysis of interconnected issues—including the impact on youth employment, the disparity between retirement age and national pension eligibility, the financial burden of seniority-based wage structures, and the imperative for legal frameworks to secure retirement extension—the paper underscores the need for a phased, socially consensual policy approach tailored to Jeju’s unique socio-economic context. By doing so, it offers a comprehensive roadmap for sustainable labor market adaptation in an era of demographic transformation.
