미해병대변혁이 한반도 상륙작전에 미치는 영향: 한국 입장에서의 위협요인과 기회요인을 중심으로

국문 초록

미해병대는 2020년에 발표한 『Force Design 2030』을 출발점으로 하여 새로운 작전개념을 제시하고 부대 및 전력구조를 혁신적으로 변혁하는 노력을 기울여 왔다. 해병대변혁의 핵심은 제3해병원정군(Ⅲ-MEF)을 중심으로 해병연안연대(MLR)를 창설하고 미래전장에서 우선순위가 낮다고 평가되는 전력 및 부대를 과감히 해체하거나 감축을 통해 새로운 능력을 확보하겠다는 것이다. 그러므로 이와같은 미해병대의 변혁은 한반도에서의 한･미연합상륙작전수행에도 상당한 변화를 불러올것으로 전망된다. 따라서 본 연구에서는 미해병대변혁이 한반도 상륙작전에 미치는 영향을 한국의 입장에서 위협요인과 기회요인 측면에서 분석하였다. 연구목적 달성을 위해 변혁과 관련한 미국 내부의 다양한 논쟁을 검토하는 동시에 상륙작전에 대한 미해병대지휘부의 인식, 실제 상륙작전에 투입될 전력규모 및 지원전력, 부대운용개념 등에 대한 분석을 통해 위협요인과 기회요인을 평가하는 토대로 활용하였다. 연구결과를 종합해보면, 위협 요인은 상륙작전의 우선순위 저하, 상륙작전에 투입될 전체전력 및 초기 투입전력의 감소, 지원함정 및 근접전투능력의 감소 등이 도출되었다. 반면, 기회요인으로는 군사협력강화에 따른 전략적･전술적 연계강화 가능성, 한반도 주변에서의 연안작전수행능력 증대, 장거리 정밀타격능력 등 새로운 능력이 불러올 효과 등이 도출되었다. 따라서 이와 같은 위협요인과 기회요인을 고려하여 국가적인 수준에서는 국방협력강화의 기회로 활용 및 변화된 능력을 고려한 전쟁계획수립 등이 요구된다. 또한 한국해병대 수준에서는 작전수행개념의 보완, 부대구조의 재검토 및 전력구조 변화, 연합훈련수행개념의 추가 발전 등을 도모할 필요가 있다는 점을 제시해본다.

영문 초록

The U.S. Marine Corps has been working to present a new operational concept and innovatively transform its unit and force structure, starting with the “Force Design 2030” announced in 2020. The core of the Marine Corps transformation is to establish Marine Littoral Regiments (MLRs) centered on the III Marine Expeditionary Force (III-MEF) and to boldly dismantle or reduce forces and units deemed low priority in future battlefields to secure new capabilities. Therefore, such transformations in the U.S. Marine Corps are expected to bring significant changes to the execution of combined amphibious operations between South Korea and the United States on the Korean Peninsula. Therefore, this study analyzes the impact of the U.S. Marine Corps transformation on amphibious operations on the Korean Peninsula from the perspective of South Korea, focusing on both threat and opportunity factors. To achieve the research objectives, this study reviewed various internal debates in the United States related to the transformation, analyzed the Marine Corps command's perception of amphibious operations, the scale of forces and support capabilities to be deployed in actual amphibious operations, and unit operational concepts, and used these as a basis for evaluating threat factors and opportunity factors. The results of the study indicate that threat factors include a decrease in the priority of amphibious operations, a reduction in the total forces and initial forces to be deployed for amphibious operations, and a decrease in support vessels and close combat capabilities. On the other hand, opportunity factors included the potential for enhanced strategic and tactical coordination through strengthened military cooperation, increased coastal operation capabilities around the Korean Peninsula, and the effects of new capabilities such as long-range precision strike capabilities. Therefore, considering these threat factors and opportunity factors, at the national level, it is necessary to utilize the opportunity to strengthen defense cooperation and establish war plans considering the changed capabilities. Additionally, at the level of the Republic of Korea Marine Corps, it is suggested that efforts should be made to improve operational concepts, review unit structures and power structure changes, and further development of combined training concepts.
