국문 초록

본 연구는 토픽모델링을 활용하여 광역단위의 평생교육정책인 평생교육진흥시행계획이 가지고 있는 잠재적인 주제를 파악하고 주제의 변화 양상을 파악하기 위한 목적을 가지고 수행되었다. 이를 위하여 LDA분석을 통해 대전광역시와 충청남도의 평생교육진흥시행계획을 국가단위 계획 시기에 맞춰 5년 단위로 분류하여 키워드를 추출하였다. 연구 결과, 첫째, 광역 및 기초 자치단체의 평생교육전달체계를 구축하기 위한 정책들이 추진되었다. 시기에 따라 평생학습관, 평생교육전달체계, 조례, 정책, 협의회와 같은 키워드들이 등장하는 것은 국가단위 계획과 연계하여 평생교육전달체계를 확립하고 고도화하고 있는 것이라 할 수 있다. 둘째, 평생교육정책들은 기본계획이 거듭됨에 따라 같은 주제임에도 불구하고 변화하며 고도화 되는 양상이 나타난다. 이러한 양상은 평생교육추진체계가 정비되며 지역 안에서 체계적인 평생교육정책 추진 역량이 확보되었기 떄문이라고 할 수 있다. 셋째, 광역단위 계획에 시·도만의 고유한 지역성이 드러나지 않았다. 국가단위 계획과의 연계성이 강화되는 것은 반대로 지역에 밀착한 정책이 부족한 것이라 할 수 있다. 이를 광역단위 정책을 평가하고 모니터링 할 수 없는 한계에서 발생하고 있는 것이라 할 수 있다.

영문 초록

The purpose of this study was to understand the potential topics of the regional-level lifelong education promotion implementation plan, which is lifelong education policies using topic modeling and examine the changes in these topics over time. For this purpose, the lifelong education promotion implementation plans of Daejeon Metropolitan City and Chungcheongnam-do Province were classified into five-year periods corresponding to the national-level plan. Then, keyword extraction was performed using LDA(Latent Dirichlet allocation) analysis. As the study results, first, policies aimed at establishing the lifelong education delivery system at the regional and basic autonomous entity levels were pursued. Keywords such as lifelong learning institutions, lifelong education delivery system, local ordinance, policy, and council appeared in different periods, indicating the establishment and enhancement of the lifelong education delivery system in conjunction with the national-level plan. Second, lifelong education policies change and become advanced despite having the same topic as the basic plan is repeated. This suggests that as laws, regulations, and plans related to lifelong education evolve, local governments are responding and systematically formulating regional lifelong education policies in line with national-level policies. Third, it was observed that the regional-level plans lacked a distinct local character specific to province. The strengthening of the integration with the national-level plan implies a deficiency in policies that are closely tailored to the regional context. This limitation arises from the inability to adequately evaluate and monitor regional-level policies.
