세계유산관점에서 본 전곡리유적의 가치

국문 초록

연천 전곡리 유적은 1978년 아슐리안형 주먹도끼가 발견된 이후 다양한 고고학 발굴 조사와 연구가 꾸준히 이루어진 대한민국을 대표하는 구석기 유적이다. 아울러 1993년부터 개최되고 있는 연천 구석기 축제는 고고학 유적의 활용에 있어 모범적인 사례로 평가받고 있다. 본 글은 전곡리 유적을 대상으로 그간의 연구 성과, 보존 현황, 활용 가치를 세계유산협약의 관점에서 검토하였다. 세계유산협약은 유네스코의 대표적이고 가장 성공적으로 운영되고 있는 국제협약이다. 세계유산으로 등재되기 위해서는 탁월한 보편적 가치가 있음을 증명해야 한다. 문화유산의 경우 등재 기준 (i)~(vi) 중 하나 이상의 기준을 충족해야 한다. 또한 유적의 보존 상태가 진정성과 완전성 요건에 부합하고, 보호와 관리를 위한 제도적 체계를 갖추고 있어야 한다. 단, 세계유산은 부동산을 대상으로 등재되므로, 전곡리 유적에서 출토된 대표 유물인 아슐리안형 주먹도끼 자체가 아닌, 해당 유물이 출토된 장소로서의 전곡리 유적의 고고학적 가치를 중심으로 등재 기준을 검토해야 한다. 전곡리 유적은 아슐리안형 주먹도끼가 출토된 유적으로서 세계유산 등재 기준 (ii)와 (iii)에 해당할 가능성이 있다. 기준 (ii)의 핵심은 ‘인류 가치의 교류’로, ‘아슐리안’이라는 용어 자체가 인류의 진화와 문화를 지칭하는 상징적 의미를 지닌다. 이에 따라 전곡리 유적은 구석기 제작 기술이 유라시아로 확산되었음을 보여주는 증거로 평가될 수 있다. 기준 (iii)은 ‘독보적인 증거’로서의 가치를 강조하며, 전곡리 유적은 다수의 아슐리안형 주먹도끼가 출토된 고고학적 가치가 이를 뒷받침한다. 해당 기준 적용 시, 아슐리안형 주먹도끼를 포함한 석기들이 분포된 퇴적층의 범위를 기준으로 유적의 경계를 설정할 수 있다. 진정성과 완전성 측면에서 전곡리 유적은 총 799,022㎡의 지정 면적을 보유하고 있으며, 이를 통해 유적의 고고학적 맥락이 온전히 보존되어 있음을 증명할 수 있다. 마지막으로 보호와 관리 측면에서도 유적 발견 직후 국가지정문화재로 지정되어 제도적 보호 장치가 마련되어 있어, 해당 요건 역시 충족할 수 있을 것으로 판단된다. 다만 본 연구를 통해 전곡리 유적의 세계유산 등재 가능성을 전면적으로 평가하기에는 한계가 있다. 향후 보다 심층적 학술 연구와 국제 비교연구를 통해 등재기준에 대한 면밀한 분석과, 이를 바탕으로 한 ‘탁월한 보편적 가치’에 대한 종합적 검토가 필요하다.

영문 초록

The Yeoncheon Jeonggok-ri Site is a representative Palaeolithic site in South Korea, where various archaeological excavations and studies have been conducted since the discovery of an Acheulean hand axe in 1978. Additionally, the Yeoncheon Palaeolithic Festival, held annually since 1993, is regarded as a model example of the effective utilisation of archaeological sites. This article examines the research achievements, conservation status, and potential value of the Jeonggok-ri Site from the perspective of the World Heritage Convention. The World Heritage Convention is UNESCO's most representative and successfully implemented international agreement. To be designated as a World Heritage Site, exceptional universal value must be proven, and for cultural heritage, at least one of the criteria (i) to (vi) must be met. Additionally, the site must meet the criteria of authenticity and integrity, and have an institutional framework in place for protection and management. However, since World Heritage is designated for immovable properties, the review of the criteria should focus on the archaeological value of the Jeonggok-ri Site as the location where the representative artefact, the Acheulian-type hand axe, was discovered, rather than the artefact itself. The Jeonggok-ri Site, as the site where the Acheulian hand axe was discovered, may meet the criteria (ii) and (iii) for World Heritage inscription. Criterion (ii) emphasises the ‘exchange of human values,’ and the term ‘Acheulean’ itself carries symbolic significance as a reference to human evolution and culture. Accordingly, the Jeonggok-ri site can be evaluated as evidence demonstrating the spread of Paleolithic manufacturing techniques across Eurasia. Criterion (iii) emphasizes the value of ‘unique evidence,’ and the Jeonggok-ri site is supported by its archaeological value, as evidenced by the discovery of numerous Acheulian hand axes. When applying this criterion, the boundaries of the site can be defined based on the extent of the sedimentary layers where Acheulian hand axes and other stone tools are distributed. In terms of authenticity and integrity, the Jeonggok-ri site has a designated area of 799,022 square metres, which demonstrates that the archaeological context of the site is fully preserved. Finally, in terms of protection and management, the site was designated as a national cultural property immediately after its discovery, and institutional protection measures have been established, so it is judged that this requirement is also met. However, this study has limitations in comprehensively evaluating the potential for the Jeonggok-ri Site to be inscribed on the World Heritage List. Further in-depth academic research and international comparative studies are necessary to conduct a thorough analysis of the inscription criteria and a comprehensive review of the ‘Outstanding Universal Value’ based on this analysis.
