국문 초록

With the rising rate of population aging and the continuous growth of the elderly population, the contradiction between the demand and supply of elderly care has become increasingly prominent, and the problem of “aging before getting rich” has become more and more serious. Although the elderly care service industry in China has developed rapidly in recent years, due to the long-term market-oriented operation model of elderly care service construction in China, which takes the government and families as the main body and institutions as a supplement, the development of the elderly care service system has lagged behind, and a complete and mature industrial chain has not yet been formed. However, in the field of public services, digital empowerment has become an important means of social governance. From the perspective of local governments purchasing public services, by analyzing the current situation and existing problems of smart elderly care, this paper proposes an optimized path for smart elderly care under the model of local governments purchasing public services based on digital technology empowerment, aiming to provide reference and guidance for smart elderly care and promote the high-quality development of elderly care services in local governments in China.

영문 초록

随着人口老龄化率的攀升和老年人口数量的持续增长，养老需求与供给之间的矛盾日益凸显，“未富先老”问题日益严峻。尽管近年来我国养老服务行业发展迅速，但是由于长期以来我国养老服务建设所采用的是以政府、家庭为主体，机构为补充的市场化运作的模式，导致养老服务体系发展滞后，尚未形成完整而成熟的产业链。然而，在公共服务领域中，数字赋能已经成为社会治理的重要手段。从地方政府购买公共服务的角度出发，通过分析智慧养老的发展现状及存在的问题，本文提出了基于数字技术赋能的地方政府购买公共服务模式下的智慧养老优化路径，旨在为智慧养老提供借鉴与参考，从而推动我国地方政府养老服务事业高质量发展。
