국문 초록

본 연구는 조직 개편, 기능 이전, 통폐합 등의 사유로 유휴화된 공공시설의 활용 가능성에 주목하여 유휴 공공시설의 정의와 활용 가치에 대한 이론적 배경을 정립하고, 커뮤니티 기반 공간 활용과 관련된 도시재생, 공유공간, 리빙랩 등의 정책적 개념을 분석하였다. 또한 국내 주요 유휴시설 재생 사례들을 조사·분석하여 공간 재활용의 실질적 효과와 주민 삶의 질 향상에 미치는 영향을 고찰하여 지역사회 중심의 커뮤니티 및 문화공간으로 전환하는 전략을 고찰하는 데 목적이 있다. 연구 결과, 유휴 공공시설은 주민 참여 기반의 기획과 운영을 통해 공동체 활성화, 문화 향유 기회 증진, 사회적 포용성 확대 등의 사회적 가치를 창출할 수 있으며, 특히 접근성이 높은 공공시설은 지역 커뮤니티 공간으로의 전환가능성이 높음을 확인하였다. 본 연구는 유휴 공공시설의 창의적 재활용을 위한 이론적 기반과 실천적 방향성을 제시함으로써, 향후 관련 정책 수립 및 공간 기획에 유의미한 시사점을 제공한다.

영문 초록

This study focuses on the potential utilization of idle public facilities that have become unused due to organizational restructuring, relocation of functions, or consolidation. It establishes the theoretical background regarding the definition and value of such facilities, while analyzing policy concepts related to community-based spatial use, such as urban regeneration, shared spaces, and living labs. Additionally, by examining and analyzing key domestic cases of facility regeneration, the study explores the practical effects of spatial reuse and its impact on improving residents’ quality of life, with the aim of identifying strategies for transforming these facilities into community and cultural spaces rooted in the local context. The results indicate that idle public facilities can generate significant social value—such as community revitalization, expanded cultural access, and enhanced social inclusion—when planned and operated through resident participation. In particular, public facilities with high physical accessibility are found to have strong potential for transformation into community hubs. By presenting a theoretical and practical framework for the creative reuse of idle public facilities, this study offers meaningful insights for future policy development and spatial planning.
