6차산업인증이 농업기업의 혁신성장에 미치는 영향

국문 초록

2000년대 들어서면서 국가기반산업인 농업의 지속가능한 성장을 위해 ‘6차산업’이라는 개념이 강조되고 있다. 한국 역시 국제적 흐름에 맞춰 2015년부터 6차산업인증제도를 실시하는 등 농업의 6차산업화에 노력하고 있다. 지금까지 6차산업의 개념, 사례, 유형별 연구가 다방면으로 이루어졌지만, 6차산업인증제도 자체의 효과성에 관한 연구는 이루어진 바가 없다. 따라서 본 연구에서는 6차산업 인증기업을 대상으로 한 기업의 경제적 성과(매출과 자본 증대), 사회적 성과(고용 증가), 그리고 혁신적 성과(특허 및 연구개발 투자증가)를 살펴보았다. 방법론 측면에서는 성향점수매칭법을 활용하여 6차산업인증기업과 쌍둥이 기업을 비교하여 6차산업인증의 순효과를 살펴보고자 하였다. 분석 결과 6차산업인증을 통해 인증기업들은 단기적으로 매출증가나 자산증가 효과를 보이는 것으로 나타났으나 장기적으로 그 효과는 유지되지 않았다. 또한, 고용과 연구개발투자비 증가에서는 통계적으로 유의한 효과가 나타나지 않았으나, 특허 증가에 있어서는 통계적으로 의미 있는 양(+)의 결과가 관찰되었다. 이러한 분석 결과를 바탕으로 6차산업기업이 보유한 특허의 기술사업화 지원 확대, 연구개발투자 지원, 6차산업기업 제품의 특성화 및 차별화 등을 정책적 시사점으로 제시하였다.

영문 초록

In the 2000s, for the sustainable growth of agriculture, the concept of the 6th industry is constantly being emphasized. In line with international trends, Korea Government is also striving to achieve the 6th industrialization of agriculture by enacting the 'Act on Promotion and Support of Rural Convergence Industries' in 2014 and implementing the 6th industry certification policy from 2015. However, until now, no studies have been conducted on the effectiveness of the 6th industry certification policy itself. In this study, the economic (increase in sales and assets), social (increase in employment) and innovation performance (increase in patent and R&D investment) of the 6th industry certification policy were examined. In terms of methodology, the performance was examined by comparing the 6th industry certified company with the twin company using the propensity score matching method. As a result of the analysis, it was found that certified companies showed an effect of increasing sales or increasing assets in the short term through the 6th industry certification. However, this effect did not last in the mid to long term. In addition, there was no statistically significant effect on the increase in employment and R&D investment, while there was a statistically significant positive effect on the increase in patents. Based on these analysis results, this paper presents some policy implications for expanding support for technical commercialization using patents created by 6th industrial companies.
