창업기업의 정부R&D 지원 효율성 및 영향요인에 대한 분석: 기술혁신 및 시장진출 역량을 중심으로

국문 초록

본 연구는 7년 미만 창업기업이 수행한 2,653개 정부 R&D 지원과제의 효율성을 분석하였다. 자료포락분석(DEA)을 이용한 효율성 분석을 위해 사업기간과 정부 지원금을 투입 변수로 설정하고, 과학적 성과(SCIE 논문 게재), 기술적 성과(특허 등록), 경제적 성과(사업화 매출액, 기술이전액), 사회적 성과(고용 창출)를 산출 변수로 사용하였다. 또한, DEA에서 도출된 효율성 지수를 종속 변수로, 기업 특성(업력, 지역, 산업 분야), 기술혁신 역량(R&D 전담부서 및 기업부설연구소 보유 여부), 시장진출 역량(마케팅 부서 유무, 판매 경로)을 독립 변수로 설정하여 Tobit 회귀분석을 수행하였다. 분석 결과, R&D 전담부서와 기업부설연구소를 보유한 기업 그리고 마케팅 조직을 갖추고 B2B 및 B2C와 같은 판매 경로를 보유한 기업이 상대적으로 높은 효율성을 보였다. 반면, 업력이 높거나 특정 지역 및 산업에 속한 기업은 상대적으로 효율성이 낮은 것으로 나타났다.

영문 초록

This study analyzes the efficiency of 2,653 government R&D projects conducted by startups operating for less than seven years as the lead institution. Data Envelopment Analysis (DEA) was used to evaluate efficiency, with project duration and government funding set as input variables, and scientific outcomes (SCIE publications), technological outcomes (patents), economic outcomes (commercialization revenue, technology transfer income), and social outcomes (employment) as output variables. Furthermore, the efficiency scores derived from DEA were used as the dependent variable in a Tobit regression analysis, with firm characteristics (years of operation, region, and industry), technological innovation capabilities (existence of R&D departments and corporate research institutes), and market entry capabilities (existence of marketing departments and sales channels) as independent variables. The analysis revealed that firms with R&D departments, corporate research institutes, and marketing teams, as well as those with sales channels such as B2B and B2C, demonstrated relatively higher efficiency. Conversely, firms with longer operational histories, specific regions, and certain industries showed relatively lower efficiency. This study provides an empirical analysis of the efficiency of government R&D support for startups, identifying key factors influencing efficiency. Based on these findings, the study suggests policy implications aimed at strengthening technological innovation and market entry capabilities.
