국문 초록

This study analyzed the current status of small-scale housing improvement management areas at the point when five years after the enactment and enforcement of the Small-Scale Housing Improvement Act. It proposed improvement measures to enhance the effectiveness of the management area system by addressing its deficiencies and resolving regional disparities in implementation. The research examined a total of 54 designated areas and their corresponding management plans, as published by the Ministry of Land, Infrastructure, and Transport from the system’s inception in 2021 to June 2024. Based on this analysis, improvement measures were suggested to enhance the system’s effectiveness. The findings confirmed that the current management areas exhibit inconsistencies and inadequacies in key planning elements, such as designation requirements, land use plans, density plans, housing supply plans, and maintenance infrastructure plans, varying by region. Therefore, this study suggests establishing clearer designation criteria, refining management plan requirements, and implementing measures to improve feasibility as key directions for effective project promotion within the management areas. As this study primarily analyzed publicly announced management areas on a nationwide scale, continuous research and policy refinements should be pursued to ensure that small-scale housing improvement management areas achieve tangible maintenance effects.
