지역별 정부연구개발 투자 효율성 분석: 특허 등록 및 사업화 성과를 중심으로

국문 초록

본 연구는 2021년 기준, 대한민국 17개 광역시·도를 대상으로 특허 등록 및 사업화 성과에 대한 정부의 연구개발(R&D) 투자 효율성을 분석하였다. 연구에서 투입 변수로는 각 지역의 정부연구개발비와 연구개발 조직 당 연구원 수를 설정하였으며, 산출 변수로는 특허등록 건수, 기술료 징수 건당 기술료 징수액, 사업화 건수를 사용하였다. 효율성은 자료포락분석(DEA) 기법을 활용하였으며, 효율성과 더불어 규모의 효율성, 규모수익 상태, 준거집단, 그리고 각 변수별 목표치를 제시하였다. 분석 결과, 서울 등 8개 지역에서 사업화 성과에 대해 정부 연구개발 투자가 효율적인 것으로 나온 반면, 부산 등 9개 지역은 그렇지 못한 것으로 나타났다. 본 연구는 비효율적인 지역에서의 연구개발 자원을 무조건 줄여야 한다고 주장하는 것이 아니라, 연구개발 자원의 효율적 배분과 관리, 그리고 효율성 개선을 위한 운영방식 변화의 필요성을 강조하고자 한다. 비효율적인 지역들은 단순한 자원의 투입 확대보다는, 현재의 자원을 보다 효율적으로 사용하는 것이 우선되어야하며, 이를 위해 목표값을 설정하고 준거집단을 참고하여 자원 활용 방안을 최적화할 필요가 있다. 이러한 접근으로, 본 연구의 결과는 각 지역의 연구개발 활동을 더욱 효율적으로 개선하는 데 기여할 수 있다는 점에서 의의를 가진다.

영문 초록

This study analyzes the efficiency of government R&D investments in relation to patent registration and commercialization outcomes across 17 metropolitan and provincial regions in South Korea as of 2021. The input variables used in the analysis are government R&D expenditure and the number of researchers per R&D organization in each region, while the output variables include the number of patent registrations, royalty income per case, and the number of successful commercialization cases. Efficiency was evaluated using the Data Envelopment Analysis (DEA) method, and the study also presented scale efficiency, returns to scale, reference groups, and targets for each variable. The analysis results show that government R&D investments were effi- cient in terms of commercialization outcomes in eight regions, including Seoul, whereas nine regions, including Busan, exhibited inefficiency. This study does not argue that R&D resources in inefficient regions should simply be reduced. Instead, it emphasizes the need for more efficient allocation and management of R&D resources, as well as changes in operational methods to improve efficiency. Inefficient regions should prioritize the effective use of current resources rather than simply increasing inputs. To achieve this, it is necessary to establish target values and optimize resource utilization based on reference groups. Through this approach, the findings of this study hold significance in contributing to the improvement of R&D activities in each region, making them more efficient.
