국문 초록

코로나19 팬데믹은 생물테러의 위협을 부각시키며, 미국과 같은 국가들이 식품안보를 강화하는 계기가 되었으며, 최근 한국은 북한의 풍선 오물 테러로부터 생물 및 식품테러 위험에 대비하고 있다. 식품테러는 화학물질, 방사능물질, 생물학적 물질을 의도적으로 식품에 오염시키거나 위협하는 행위로 정의되며, 이는 사회적, 경제적, 정치적 혼란을 일으키고 개인의 복수나 이익을 추구할 수 있다. 그럼에도 불구하고, 식품테러 관련 연구는 부족하며 식품 사고와의 경계가 모호하다. 식품테러는 대응보다 예방이 중요하며, 이를 위해 전문성 높은 재난대응자를 양성하여 테러 예방 및 대응 능력을 강화하고, 국가적 대비 계획과 협력 체계를 구축하는 노력이 필요하다. 이러한 전반적인 노력은 국가적 위기 상황에서 신속하고 효과적인 대응을 가능하게 할 것입니다.

영문 초록

The COVID-19 pandemic has highlighted the threat of bioterrorism, leading countries such as the United States to enhance food security. Recently, South Korea has been preparing for biological and food terrorism risks following North Korea's balloon debris terror incident. Food terrorism is defined as the intentional contamination or threat of contamination of food with chemical, radiological, or biological agents capable of causing social, economic, and political disruption or pursuing personal vendettas or gains. However, research on food terrorism is lacking, and the boundary between food incidents and terrorism is ambiguous. Prevention is paramount in addressing food terrorism. Efforts should focus on training highly skilled disaster responders to enhance terrorism prevention and response capabilities, as well as establishing national preparedness plans and cooperation mechanisms. Such comprehensive efforts will enable swift and effective responses during national crises.
