Quantitative Evaluation of Fertility Policy Text in Underdeveloped Regions of Central and Western China under PMC Index Model : A Case Study of Guangxi

국문 초록

Background: In the current context of negative population growth in China, optimizing fertility support policies is of great significance for increasing fertility rates and improving population structure. Purpose: This article takes Guangxi as an example to explore how to promote balanced population development by optimizing the birth policy in the face of aging population and labor shortage in the region. Method: 17 documents related to Guangxi's fertility support policies were collected as the basic data for evaluation. A quantitative evaluation index system was constructed, including policy content, policy nature, policy effectiveness, and other dimensions. Among them, 5 policies were rated as excellent and 12 policies were rated as acceptable. Conclusion: Guangxi's fertility support policies have been involved in multiple fields, but their comprehensiveness and effectiveness still need to be strengthened. We should appropriately improve healthcare services for pregnant women, increase subsidies and benefits, improve laws and regulations, protect women's employment rights, and further propose relevant policy suggestions to improve fertility support policies.

영문 초록

背景：在中国当前人口负增长的背景下，优化生育支持政策对于提高生育率、改善人口结构具有十分重要的意义。 目的：研究以广西为例，探讨了该地区在面对人口老龄化和劳动力短缺问题时，如何通过优化生育政策来促进人口均衡发展。 方法：收集了广西生育支持政策的相关17 份文件作为评价的基础数据，构建了包括政策内容、政策性质、政策效果等多个维度的量化评价指标体系，其中有5 份政策为优秀等级，12 份政策为可接受等级。 结论：广西生育支持政策在多个领域均有所涉及，但全面性和有效性仍有待加强。应适当提高对孕妇的医疗保健服务，加大补贴与福利，完善法律法规，保护女性的就业权益，进一步提出完善生育支持政策的相关政策建议。
