국문 초록

3·1운동이 일어난 직후 일제는 만세 시위의 확산을 막기 위해 각도 당국으로 하여금 지역 유지를 대상으로 간담회를 열게 했다. 이 간담회에는 도장관과 도청 고위 간부, 친일 인사가 참석했는데, 이들은 미국 윌슨 대통령이 제시한 민족자결주의가 조선에 적용될 가능성이 없다는 메시지를 전달하는 데 주력했다. 그런데 조선인들은 이 간담회에 냉담했다. 당황한 일제 당국은 간담회가 끝나자 곧바로 각 군의 참사를 동원해 강연회를 열게 했다. 이 강연회를 통해 민족자결주의에 대한 기대를 버릴 것을 종용하고자 했던 것이다. 하지만 강연회 개최에 협력하는 사람은 많지 않았다. 일제는 3·1운동 직후 열린 간담회와 강연회를 통해 누가 ‘적극적 협력자’인지 가려낼 수 있었다. 1920년대에 접어들어 일제는 친일파를 양성하는 데 주력하게 되는데, 이때 그 ‘적극적 협력자’를 앞세우기 시작했다.

영문 초록

When the March 1st Movement broke out, the Japanese authorities held a meeting with each provincial government to prevent the spread of the protests. The meeting was attended by provincial ministers, senior provincial government officials and pro-Japanese collaborators, who focused on conveying the message that the national self-determination proposed by U.S. President Wilson is unlikely to be applied to Joseon. However, most Koreans did not participate in this meeting. The Japanese authorities, embarrassed by this, immediately mobilized Korean advisors belonging to each county office to hold a leaure after the meeting. Through this lecture, he tried to urge people to abandon their expeaations for national self-determination. However, there were not many advisers cooperating with this policy. Through meetings and leaures held afi:er the March 1 Independence Movement, the Japanese were able to identify who was the “active collaborator.” In the 1920s, the Japanese authorities began to focus on nurturing pro-Japanese group, and at this time, the Japanese authorities stabilized colonial rule with this aaive collaborator.
