국문 초록

중국 동북 지역이 함락된 후, ‘만주국’ 정부는 재정난을 해소하고 식민통치를 유지하기 위하여, ‘복지혜택(福利惠民)’이라는 명의로 복권을 대량 발행하였다. 1932년 ‘만주국’ 정부는 ‘이재민구제(災民救濟)’라는 명목으로 복권을 발행하고 『복권조례(彩票條例)』를 공포하여 ‘만주국’ 복권의 기원을 열었다. 1937년 이후, ‘산업 개발 5년 계획(産業開發5年計劃)’ ‘북방진흥계획(北邊振興計劃)’ 등 ‘국책’이 등장하면서, 더 많은 자금 지원을 받기 위하여, 일제는 복권 제도를 지속적으로 개정하여 복권을 발행하였다. 태평양전쟁이 발발하자, ‘만주국’ 정부는 복권의 종류를 늘리고 일부 당첨자에게 ‘만주저축채권(滿洲儲蓄債券)’을 사도록 강요하는 등 중국 동북 지역 민중의 재산을 마지막까지 소진시켰다. 일제가 발행한 복권은 중국 동북 지역 경제에 대한 약탈의 중요한 일환으로써, 하층민의 생활 보장 자금을 약탈하고 중국 동북 민중들에게 일정한 영향을 주었다.

영문 초록

During the period of the fall of Northeast China, the “Manchurian” government issued many lotteries in the name of “welfare for the people” in order to solve financial difficulties and maintain colonial rule. In 1932, the “Manchukuo” government issued lotteries under the banner of “helping disaster victims” and issued the Lottery Regulations, which was the beginning of the “Manchukuo” lottery. After 1937, with the introduction of “National Policies” such as “Five-Year Industrial Development Plan” and “Northern Revitalization Plan”, the Japan imperialism continuously revised the lottery system and issued additional lotteries in order to obtain more financial support.After the outbreak of the Pacific War, the “Manchurian” government greatly increased the types of lotteries, and forced some winners to buy “Manchurian savings bonds”. The people of Northeast China were plundered brutally. The lotteries issued by the Japan imperialism were important part of its economic plunder, which pillaged the living security funds of the people at the bottom and brought serious impact to the people in Northeast China.
