국문 초록

본 연구는 기초지방자치단체의 고등교육 재정지원이 대학 소재지의 경제적 발전에 어떠한 영향을 미치는지 살펴보는데에 목적이 있다. 이를 위해 대학알리미, 대학재정알리미, KOSIS, 도시통계 2016~2020년 자료를 결합하여 균형패널자료를 구축하였으며, 지역특성, 대학특성, 중앙·광역지방자치단체 고등교육 재정지원 및 타 기초지방자치단체 재정지원을 통제한 후, 대학 소재 기초지방자치단체 고등교육 재정지원이 경제적 발전에 미치는 영향을 GLS를 사용하여 분석하였다. 분석 결과, 기초지방자치단체의 고등교육 재정지원 총액은 1인당 GRDP 증가, 고용률 상승, 실업률 감소에 긍정적인 영향을 미치는 것으로 나타났다. 대학 소재지 기초지방자치단체의 고등교육 재정지원 또한 고용률 상승과 실업률 감소에 기여하는 것으로 나타났는데, 4년제 대학과 전문대학 간 실업률 감소에 미치는 영향은 상반된 결과가 나타났다. 이를 바탕으로 다음과 같은 정책적 시사점을 도출하였다. 첫째, 기초지방자치단체가 적극적으로 대학에 재정지원을 할 수 있도록 법·제도적 정비가 요구된다. 둘째, 지역사회 필요에 부응할 수 있는 지속 가능한 재정지원 체계 구축이 필요하다. 셋째, 고등교육과 고용 연계를 위한 노력이 필요하다.

영문 초록

This study aims to examine the impact of higher education financial support from basic local governments on the economic development of university locations. A balanced panel dataset was constructed using information from University Information Disclosure, University Finance Disclosure, KOSIS, and Urban Statistics for the years 2016-2020. The study employed Generalized Least Squares (GLS) to analyze the effect of higher education financial support from basic local governments on economic development, while controlling for regional characteristics, university characteristics, higher education financial support from central and provincial governments, and financial support from other basic local governments. The results showed that the total amount of higher education financial support from basic local governments had a positive effect on increasing GRDP per capita, raising employment rates, and reducing unemployment rates. Higher education financial support from basic local governments where universities are located also contributed to increasing employment rates and decreasing unemployment rates. However, contrasting results were observed in the impact on unemployment rates between four-year universities and colleges. Based on these findings, the following policy implications were derived. First, Legal and institutional improvements are required to enable basic local governments to actively provide financial support to universities. Second, It is necessary to establish a sustainable financial support system that can respond to the needs of local communities. Lastly, Efforts are needed to strengthen the link between higher education and employment.
