국문 초록

본 연구의 목적은 감염병 분야 중앙정부 주요 정책방향 분석 및 지자체 업무분석을 통해 감염병 정책목표를 일관성있게 확보하며, 지자체가 수행할 수 있는 지표를 개발하는데 있다. 구체적으로 지자체별 감염병 대응관리 현황분석을 통해 질병관리청과 지자체에서 수행하는 감염병 예방·관리 사업의 새로운 평가체계 및 평가지표를 개발하는데 있다. 지자체 감염병 예방·관리 평가체계 및 통합평가지표 개발을 위해 연구는 3단계로 구분하여 설계되었다. 1단계에서는 지자체 감염병 예방관리 평가지표 도출로 성과관리 관련 선행연구 및 질병관리청에서 지자체를 대상으로 매년 실시하고 있는 감염병관리사업 평가지표, 2023년 예산 및 기금운영계획, 제3차 감염병예방관리 기본계획, 국민건강증진종합계획에 대한 검토와 분석을 통해 1차 세부 평가지표를 도출하였고, 2단계에서는 개발된 1차 세부 평가지표를 근간으로 하여 질병관리청 부서별 담당자와 FGI(Focus Group Interview)를 통해 지표의 타당성과 신뢰성을 검증하였다. 그리고 3단계에서는 감염병 예방·관리와 관련된 전문가 집단을 선정하고, 2차례에 걸친 델파이조사를 통해 1, 2단계 과정을 거쳐 도출한 평가지표에 대한 내용타당도(content validity) 검증을 실시하였다. 분석결과 지자체 감염병 예방관리 지표로 총 76개를 도출하였다.

영문 초록

The purpose of this study is to consistently secure infectious disease policy goals through analysis of the central government's main policy directions and local government work analysis in the field of infectious diseases, and to develop indicators that local governments can implement. Specifically, the goal is to develop a new evaluation system and evaluation indicators for the infectious disease prevention and control work performed by the Korea Disease Control and Prevention Agency and local governments through analysis of the current status of infectious disease response management by local government. In order to develop local government infectious disease preventions and control evaluation system and integrated evaluation indicators(draft), the research was designed in three stages. The first local government infectious disease preventions and control evaluation indicators were derived through the infectious disease control project evaluation indicators conducted annually by the Korea Disease Control and Prevention Agency for local governments, 2023 budget and fund operation plan, the 3rd basic plan for infectious disease prevention and control, and comprehensive plan for national health promotion. In the second stage, based on the developed primary evaluation indicators, the validity and reliability of the indicators were verified through a Focus Group Interview (FGI) with officials from each department of the Korea Disease Control and Prevention Agency. In the third stage, a group of experts related to infectious disease prevention and control were selected and the content validity of the evaluation indicators derived through stages 1 and 2 was verified through two Delphi surveys. As a result of the analysis, a total of 76 local government infectious disease prevention and management indicators were derived.
