중국의 ICT 산업이 거시경제 및 다른 산업에 미치는 파급효과 분석

국문 초록

최근 들어 정보통신기술(ICT) 산업에서 생산의 변화에 관한 연구는 경제학에서 중요한 연구 분야의 하나로 다루어지고 있다. 한 국가 거시경제의 변동은 ICT 산업과 밀접하게 관련되어 있을 뿐만 아니라 ICT 산업에서 생산의 변동은 거시경제변수 및 다른 산업에 미치는 영향력도 매우 크다. 이 때문에 ICT 산업에서 생산의 변화가 거시경제변수에 미치는 영향에 관한 연구가 꾸준히 수행되어 왔다. 그렇지만 중국의 ICT 산업을 대상으로 한 연구는 특별한 의의가 있다. 첫째, 중국은 개방경제의 역사가 그다지 길지 않지만 광동성은 중국의 첫 번째 경제특구로 외국인투자가 많이 이루어져 왔으며, 특히 ICT 산업생산의 비중이 높아 변동성이 클 뿐만 아니라 불안정적인 측면도 크다. 이 때문에 선진국 경제에서 관찰되는 거시경제변수들 간의 관계가 중국 광동성의 경우에는 다른 모습을 보일 가능성이 있다. 둘째, 중국의 경우는 다른 자본주의 국가들과는 달리 국가 또는 성(省）정부에서 산업발전에 개입하는 경우가 많다. 따라서 선진국의 ICT 산업에서 나타나는 거시경제변수와 ICT 산업생산간의 관계와는 다른 독특한 측면이 존재할 가능성이 있다. 셋째, 중국의 광동성에는 거대한 국내외 시장이 존재하므로 한국 등과 같은 수출지향적 국가의 ICT 산업보다 광동성 ICT 산업은 중국의 경제정책 및 거시경제변수의 변화에 더 크게 영향을 받을 가능성이 있다. 이와 같은 특성 때문에 선진국과는 달리 중국의 경우는 ICT 산업생산의 변화가 거시경제변수에 어느 정도 영향을 미치는지를 사전적으로 또는 이론적으로 판단하기가 쉽지 않다. 따라서 이 문제는 실증분석을 통하여 연구하고 판단해야 할 성격이라고 생각된다. 또한 광동성의 ICT 산업생산이 중국의 전체 산업에서 차지하는 비중이 매우 크기 때문에 ICT 산업생산의 변화에 따라 다른 산업 생산이 어떻게 반응하는지를 분석할 필요가 있다. 본 연구는 중국 광동성의 ICT 산업과 거시경제변수 및 다른 산업간의 변동성 전이효과(파급효과)를 분석하기 위하여 중국 광동성의 ICT 생산 충격이 거시경제변수를 대표할 수 있는 거시경제변수(산업생산과 수출) 및 다른 산업 생산에 미치는 영향을 구조적 벡터자기회귀(Structural vector autoregression: Structural VAR) 모형을 이용하여 분석하였다. 우선, 구조적 VAR 모형을 이용하여 ICT 산업생산과 거시경제변수 및 다른 산업간의 전이효과를 분석하고, 예측오차 분산분해를 이용하여 거시충격들에 대해 각각의 경제변수들의 변동성에 미치는 상대적 중요도를 분석하였다. 이를 통하여 다른 산업에 대한 ICT 산업의 파급효과가 유사하게 나타나는지 또는 다르게 나타나는지를 살펴보았다. 이를 위하여 본 연구는 2004년 1월부터 2017년 12월까지 월별 자료를 이용하여 ICT 산업이 거시경제변수 및 다른 산업에 미치는 영향을 실증분석하였다. 분석결과에 의하면 ICT 생산 충격은 산업생산 및 수출 등 국민경제에 긍정적인 영향을 미치는 것으로 나타났다. 크기의 차이는 있지만 ICT 생산 충격은 전반적으로 개별 제조업 생산에도 통계적으로 유의하게 긍정적으로 영향을 미치는 것으로 나타났다. 한편, 예측오차 분산분해 결과에 의하면 ICT 생산 충격은 ICT 관련 산업뿐만 아니라 전통산업의 생산변동성에도 통계적으로 유의하게 영향을 미치는 것으로 나타났다.

영문 초록

The analysis on the returns and volatility of ICT (Information & Communication Technology) productivity in industrial organization is one of the important research fields in economics, and the issue such as the influence of ICT productivity on macroeconomic variables has been examined over time. Since the fluctuation of a country’s macroeconomy has always closely associated with the changes of ICT industrial production, ICT industry can be used for a variety of purposes, such as improving intermediate goods, capital goods or business processes. It is highly possible that the variation of ICT productivity exert significant influences on macroeconomic variables and many literatures consider this relationship. However, the study on the Chinese industrial economy has it own especially important meanings. Firstly, due to the relatively short of the establishment period of Chinese open economic system, Guangdong’s ICT industry in China for the first special economic zone developed rapidly as a result of foreign investment. ICT industry also takes up comparatively large proportions in the entire Guangdong manufacturing sector. These features cause the instability of Chinese macroeconomic variables. Therefore, a different characteristics might be found on the relationship between macroeconomic variables and stock prices in China. Secondly, the interference of Chinese government (or province government) on the economic development is relatively severe, compared with developed capitalist countries, and industry development is also often intervened under national regulations and controls. Thus, the relationship between the volatility of macroeconomic variables and ICT industry development may present different features from those developed countries. Thirdly, unlike export-oriented emerging stock market such as Korea, Chinese Guangdong might be more affected by its national economic policies, foreign markets and the change of macroeconomic variables. It is hard to determine how can ICT industry will affect the fluctuation of the variation of macroeconomy in Guangdong based on theoretical works. The empirical analysis should be conducted to judge the relationship between them. In addition, due to the existence of the fact that the proportion of ICT industrial production is higher than other manufacturing sectors in Guangdong, the comparisons also should be analyzed to investigate how other industries react differently to the change of ICT industry. This paper tries to analyze the spillover effect of the ICT industry volatility between macroeconomic variables and other industries in China’s Guangdong. In this paper, we investigate the effect of Guangdong ICT industrial production shock on Macroeconomic variables (total industrial production, import export) and other industrial production that can represent macroeconomic variables used by structural VAR (structural vector autoregressive) model. We also analyze the importance of macroeconomic shocks on the volatility of each economic variable using the structural variance decomposition. The analysis tries to figure out whether the effects of ICT in the main industries have the different return and volatility spillover effect or not. This paper’s data used a monthly dataset of Chinese Guangdong’s ICT industry covering the period from January 1998 to December 2014. The structural VAR model were used to consider the short-run structural shocks in the model among variables. The results show that ICT output shock has positive effects on the national income as well as on the productions in most of manufacturing industries. As a result of structural variance decomposition analysis, ICT production shock was statistically significant not only in industries closely related to ICT, but also in production variability of traditional industry.
