국문 초록

本文基于三螺旋理论框架，系统分析了黑龙江省齐齐哈尔大学大学生在就业和创业过程中遭遇的主要挑战，并提出相应的解决策略。三螺旋理论强调大学、产业与政府之间的互动关系，是推动知识创新和技术转化的关键。通过文献回顾与问卷调查，本文揭示了学生在就业创业方面存在的困境，如创业意愿不高、创业教育与专业教育脱节、创业教育实践基地功能实效性不强，以及外部社会支持的不足等问题，提出了加强创新创业课程建设、优化创新创业环境、加强服务平台建设以及实施财税扶持政策等措施。本文认为，通过政府、高校与企业的紧密合作，可以有效突破大学生就业创业困境，促进经济社会的良性发展，为高等教育机构在解决类似问题时提供了有益的理论与实践参考。

영문 초록

This article, grounded in the Triple Helix theory framework, systematically examines the significant challenges encountered by students at Qiqihar University in Heilongjiang Province during their employment and entrepreneurial endeavors, and offers appropriate solutions. The Triple Helix theory underscores the crucial interactive relationships between universities, industries, and government agencies, which are vital for promoting knowledge innovation and technological transformation. Through literature reviews and surveys, this article uncovers the various difficulties faced by students in employment and entrepreneurship, such as low entrepreneurial motivation, a disconnect between entrepreneurial and professional education, the ineffective functionality of entrepreneurial education practice bases, and a lack of external social support. To address these issues, it proposes strategies including enhancing innovative entrepreneurship course development, optimizing the entrepreneurship environment, strengthening service platform construction, and implementing fiscal and tax support policies. The article argues that through close collaboration among governments, universities, and businesses, significant breakthroughs can be achieved in alleviating the challenges faced by students in employment and entrepreneurship, thereby fostering healthy socio-economic development and providing valuable theoretical and practical insights for higher education institutions tackling similar issues.
