This paper is an attempt to lay a theoretical foundation for Korea's military diplomacy, to evaluate current state of Korea's military diplomacy, and to suggest policy recommendations to improve the effectiveness of Korea's military diplomacy in the future. The post-Cold War security environment is, contrary to general expectation, getting more fluid and uncertain while the military option is getting more costly. As the scope of diplomacy expands with the deepening of economic, political, and military interdependence among nations, the importance of military diplomacy is also growing rapidly. This paper defines military diplomacy as “the overlapping area between military and diplomacy.” Although these two realms remained largely separated in traditional foreign policy, the gray area is rapidly expanding in recent years with the emergence of new concepts like comprehensive security and human security. Military diplomacy has two components: the military aspect of diplomacy and the diplomatic aspect of military. The former deals with coercive diplomacy, sanctions, disarmament, etc. The latter includes military exchanges (visits of military personnels, mutual inspection of military operations, visits of ships, academic exchanges, etc.) and military cooperation (military alliance, military entente, collective security, etc). South Korea's foreign policy goals are to resolve North Korea's nuclear crisis in the short run, to build a peace regime on the Korean peninsula in the medium run, and to construct a multilateral security system in Northeast Asia in the long run. Active military diplomacy by South Korea will contribute to achieving these policy goals by increasing the transparency of each country's armaments and defense policy and by deepening mutually trustful relations through dialogues and exchanges among defense authorities in the region. More specifically, South Korea should make efforts to keep the U.S.-Korea security relationship solid, to elevate Japan as a strategic partner, to make China a constructive supporter for peace and unification on the Korean peninsula, to utilize Russia as a potential key player for peace and unification, as well as a crucial partner for cooperation in defense industry. The diversification of military diplomacy into Southeast Asia and Europe, close maritime cooperation in Asia and the Pacific, promotion of efficiency in military procurement and defense industry, and active UN multilateral diplomacy are other goals of South Korea's military diplomacy. This paper recommends a more prudent military diplomacy vis-a-vis a revolutionary or progressive diplomacy, a more balanced diplomacy vis-a-vis a lopsidedly US-dependent diplomacy, a carefully prioritized diplomacy giving due consideration to the constraints of diplomatic resources, and a more rational, efficient diplomacy geared toward maximizing military capabilities or security with a given amount of military budgets. For an effective military diplomacy, the policy coordination between the Ministry of Defense(MoD) and the Ministry of Foreign Affairs and Trade(MoFAT) is critical. Personnel exchanges is one solution, and the other is to enhance the diplomatic capacity of the MoD. The MoD should foster competent regiment of military attache and regional specialists of its own.
