영문 초록

The Purpose of this article is to analyze the decision making process of dispatching of the Korean combat troops overseas. The focus of the analysis is to clarify ranking of variables which influence decision making process and to clarify negotiation strategy of the policy maker. Moreover, the transformation and ranking variables according to the status of Korea influenced by economic development and democratization is traced. In turn, the influence and the change in the ranking variables on the negotiation strategy is investigated. The existing theories will be transformed partly to be used as the framework for analysis. The results of the analysis of decision making process to the oversea dispatches in Vietnam, East-Timor, and Iraq are as follows. First, the ranking of variables influencing the decision making process changed incrementally from individual＞ systemic＞ governmenta l＞ societal to systemic＞ societal＞ governmental＞ individual. If the systemic variable could be considered as constant in the anarchical international system, the change of the variables means that the societal variable play an important role in the decision making. Second, Korea used tying-hands, synergistic linkage, win-set enlargement of the United States of America as its negotiation strategy when Korea dispatched its combat troops to Vietnam and Iraq. There was no meaningful linkage between the status of Korea and the negotiation strategy. However, it can be inferred that the negotiation power of Korea could be changed according to the change of the ranking of variables. The more important the societal variable becomes, the stronger its relative bargaining position internationally. Korea could enhance its negotiation power by using its societal variable. However, the article recommends that reducing win-set strategy is not the best one in the sensitive security policy like the oversea dispatches.
