국문 초록

북한의 신형 탄도미사일 수량 증가 및 5차례 핵실험은 우리에게 안보적 도전과제를 안겨주고 있다. 즉 미사일·핵실험 활동에 대한 사전 징후 포착실패에 대한 논란이 일고 있다. 이러한 정보 인지능력을 극복하기 위한 방안으로 미사일·핵실험 前後 시기를 중점 연구대상으로 설정하였다. 그 동안 진행해 온 핵·미사일 활동 시 북한의 외무성 성명, 미사일 도발 및대응관계를 검토하여 암시변화 주기와 패턴을 분석함으로서 향후 탄도미사일 위협과 핵실험에 대한 이상 징후를 사전에 예측하는데 목적을 둔다. 북한의 미사일 발사와 핵실험 패턴을 수년간 실시한 사례를 관찰해 보면, ① 핵 운반수단능력 시험(장거리미사일 발사) ② 핵 실험 예고(입장표명) ③ 핵 실험 후 외무성 성명 ④ UN 제재 ⑤ 반박 성명 순으로 패턴을 반복하고 있다. 이상과 같이 탄도미사일 발사와 핵실험 및 협상 순으로 이어지는 도발주기 패턴은 시간적 흐름에 따른 특징을 확인할 수 있었다. 이를 통하여 추가 6차 핵실험 시기를 예측하여 대응능력을 확보하고자 한다.

영문 초록

North Korea’s increase in quantity of its new ballistic missile models and five-time nuclear testing places security challenges on South Korea. In other words, there is dispute over the failure to detect advance signals of missile launching and nuclear test activities by the North. As a measure to overcome such underperforming data recognition competencies, the pre and post cycles of missile launching and nuclear testing were set as the focus of this study. A review was made on the statements released by North Korea’s Ministry of Foreign Affairs each time the country conducted nuclear and missile activities and also on the correlation between the two; and the cycles and patterns of implied changes were analyzed to predict abnormal signs of ballistic missile threats and nuclear tests. An observation of North Korea’s missile launching and nuclear testing over the past several years shows a pattern of ① testing its nuclear transportation capabilities (launching of long-range ballistic missiles), ② providing notice of its nuclear test (announcement of position), ③ releasing statement by the Ministry of Foreign Affairs after nuclera test, ④ coming under UN sanctions, and ⑤ releasing a statement of rebuttal. This pattern of a provocation cycle that starts from launching a ballistic missile to performing a nuclear test and holding negotiations could be confirmed through characteristics of time flow. The aim is to build up capabilities to be able to predict the timeline of North Korea’s sixth nuclear test.
