北 ‘핵무력 완성’ 이 대미 협상에 미친 영향에 대한 일 고찰

국문 초록

북한은 스스로를 핵무력을 완성한 전략국가로 칭하면서 미국과의 핵 협상에 임하고 있다. 핵무력 완성이라고 하는 북한의 주장은 핵개발 초기 단계 때와는 다른 협상 레버리지를 북한에 제공하고 있다. 북한은 6차례 핵 실험으로 국제사회에서 공인받는 핵 국가와 유사한 수준으로 핵 능력을 올려놓았으며, 핵 운반수단도 ICBM에 이어 SLBM까지 구비하면서 3축체제 구축에 다다랐다. 이 같은 실제적인 핵 능력은 그 자체로 북한의 대미 협상력을 크게 제고한다. 북한 핵 능력은 5대 핵 국가들의 초기 단계와 유사하고 파키스탄 등 사실상 핵 보유국으로 인정받은 국가들의 능력과 비교하면 결코 뒤처지지 않을 정도로 수준이라는 점을 본 연구에서 확인했다. 여기에 북한은 ‘핵무력 완성’이라는 이데올로기를 통치 이념과 대내외 정책 추진의 근거로 적극 활용하고 있다. 헌법과 법령 등 북한 통치의 주요 이념적 수단에 ‘핵 보유국’이 명기됐으며, 김정은 위원장이 핵무력 완성을 대외정책의 토대로 삼으라고 지시할 정도로 핵무력 완성은 북한 정책 집행의 주요 근거가 됐다. 북한이 ‘핵 능력’과 ‘핵무력’ 이데올로기라는 두 가지 토대로 대미 협상에 임하고 있으며, 신장된 핵능력을 배경으로 대미 협상에서는 ‘체제 보장’이라는 자국의 최대 국가이익을 수호하기 위해 공세적이며 견고, 완강한 협상 태도를 보이고 있다. 2019년 10월 스톡홀름 북미 협상에서 미국제안을 구태의연한 것이라며 협상을 결렬시킨 것이 이 같은 북한 협상 태도의 한 단면을 보여준다. 북한 비핵화를 이루려는 한국과 미국의 전망과 기대가 핵무력 완성을 배경으로 나선 북한의 완강한 협상 태도에 미뤄볼 때 결코 녹록치 않음을 보여주고 있다.

영문 초록

North Korea is engaged in nuclear negotiations with the United States, calling itself a strategic nation that has completed its nuclear weapons. The North's claim, which is called the completion of its nuclear weapons, provides Pyongyang with a negotiating leverage that is different from the initial stage of its nuclear development. Through six nuclear tests, North Korea has raised its nuclear capability to a level similar to that of an international-certified nuclear state, and its constant missile tests have reached the point where ICBMs and other means of transporting nuclear weapons are built across land, sea and air. Such an actual nuclear capability can greatly enhance its negotiating power with the U.S. in itself. The study confirmed that the level of North Korea's nuclear capability has risen so high that it will never fall behind compared to the capabilities of the five nuclear powers, which are actually similar to those of the five major nuclear powers, and those of Pakistan and other countries that have been recognized as nuclear power. On top of that, North Korea is actively using its ideology of “completing nuclear force” as the basis for its governing ideology and domestic and foreignpolicy initiatives. The phrase “nuclear power” has been specified in major ideological means in governing the North, such as the North's Constitution and decrees, and the completion of nuclear power to the extent that Kim Jong-un directs the completion of nuclear weapons as the basis for foreign policy is serving as the main basis for the North's policy implementationIt can be seen that North Korea is engaged in negotiations with the U.S. using its hardware-side “nuclear capability” and software-side “nuclear force ideology” as its two pillars. In particular, North Korea has come out in a firm and offensive manner in negotiations with the U.S. based on its own achievements, indicating that the prospects and expectations of South Korea and the U.S. to achieve North Korea's denuclearization through negotiations are never green.
