자동차보험 대인배상 경추염좌 피해자의 치료비 특성 연구

국문 초록

이 연구에서는 2009년에 종결된 자동차보험 대인 보험금 지급건 가운데 선택된 12,572명의 경추염좌 피해자를 대상으로 치료비에 미치는 피해자와 의료기관의 특성을 분석하였다. 의료기관 종류별 진료수가의 차이를 반영하여 분석한 결과, 피해자의 성과 연령이 치료비에 영향을 미치고 있음을 발견하였다. 또한 피해자가 영업용 운전자인 경우 상대적으로 낮은 치료비가 소요되고 있어 객곽적 진단이 어려운 경추상해의 특성을 활용하여 합의금을 조속히 수령하는 협상전략을 가지고 있음을 시사한다. 한편 의원과 병원에서 상대적으로 높은 수준의 치료비가 청구되고 있어 경추염좌 치료비에서 의사유인수요의 가능성을 발견하였다. 이 같은 경향은 한방에서도 마찬가지로 나타났다.

영문 초록

This paper investigates characteristics of victims and medical service providers on medical expenses of automobile liability insurance in Korea. Authors employ 12,572 whiplash claims settled in 2009. The study finds that victims` sex and age variables are statistically related to medical expenses, the fact that supports previous literature. Taxi drivers are found to incur significantly less medical expenses. This indicates potential moral hazard of taxi drivers on whiplash claims either medical expense or pain & suffering payouts. Primary hospitals and doctors are found to charge more medical expenses on whiplash treatment, which implies the existence of potential physician induced demand in those institutions. Oriental hospitals also show higher medical expenses on whiplash treatment.
