국문 초록

본 논문은 경제발전의 3단계 분석(기술역량, 산업발전, 경제발전) 중에서 동태적 기술역량을5가지 요소 -기술궤적, 수용용량, 건설적 위기, 기술이전, 내부공유과정- 로 구분하여 제시하고 이를 한국경제의 상황에 적용하여 설명한다. 한국경제의 동태적 기술역량이 빠르게 성장할 수 있었던 주요 요인을 다음과 같이 제시한다. 첫째, 정부와 지도자는 국제적 경쟁과 적은 예산의 압박 속에서도 중화학공업 육성과 수출위주 무역정책이라는 야심 찬 목표 설정을통해 건설적 위기를 기술역량의 기회로 전환시키는 리더십을 발휘하였다. 둘째, 산업화 초기단계부터 외국인 직접투자(FDI)와 기술 라이센스(FL) 구입 등 공식적 기술이전을 제한하고 자본재 수입과 같은 비공식적 수단을 통한 기술이전을 장려했다. 이러한 정책은 재원을 아끼고, 기술과 경영의 독립성을 유지하면서 성숙단계의 기술을 신속히 획득하는 데 상대적으로 효과적이었다. 셋째, 개인의 현재보다 가족의 미래를 더 고민하고 삶의 의지가 강했던 노동자와어려운 위기에도 국가와 산업발전을 위해 헌신한다는 기업가 정신이 투철한 기업가를 통해신속한 기술학습과 기술역량의 축적, 그리고 산업발전을 이끌 수 있었다.

영문 초록

We distinguish dynamic technological capability among three stages of economic development (technology capacity, industrial development, economic development) by five factors - technology trajectories, absorptive capacity, constructive crisis, technology transfer and internal learning process. We then apply them to the situation of the Korean economy. The key factors that have enabled the rapid growth of the Korean economy's dynamic technological capability are as follows. First, the government and the leaders transform the constructive crisis, such as heavy chemical industry promotion and export oriented trade policy, into technological capability opportunities through ambitious goal setting under the pressure of international competition and short budget. Second, enterprises transfer technology of maturity level through informal ways such as import of capital goods, and thereby maintain financial independence and independence of technology and management. Third, Korea has abundant labor force capable of absorbing and assimilating informally transferred technology and entrepreneurs who were enthusiastic about the future of the family and the entrepreneurial spirit for the development of the industry despite the difficult crisis.
