국문 초록

두 국가가 반복적으로 조세경쟁에 참여하는 상황에서, 경쟁 세율보다 높은 협조적 세율이 균형에서 유지될 수 있다. 한 국가가 홀로 낮은 세율을 선택하면 두 국가가 경쟁세율로 회귀하기 때문에, 두 국가는 협조적 세율을 유지할 유인을 갖는 것이다. 본 논문은 이러한 반복게임을 분석한 Cardarelli et al.(2002) 결과를 확장하여, 미래할인계수가 1에 충분히 가깝지 않더라도 차선의 협조적 세율이 나타날 수 있음을 보였다. 또한 외부로부터의 추가적 투자가 존재할 때 이 협조적 세율이 어떻게 변하는지 분석하였다. 마지막으로, 자본이동이 용이해 질 때 협조적 세율이 낮아질 수밖에 없음을 증명하였다. 자본이동이 용이해지면, 한 국가가 낮은 세율로 이탈할 때 유입되는 자본의 양이 커져 이탈의 이득이 커진다. 하지만 경쟁 세율이 낮아지기 때문에, 추후 발생하는 이탈의 비용도 동시에 증가한다. 협조적 세율이 낮아지는 것은 전자가 후자를 압도하기 때문이다. 이는 향후 세계화가 심화될수록, 국제적으로 약속된 세율 유지가 점점 어려워질 수 있음을 시사한다.

영문 초록

When two regions participate in a repeated tax competition on mobile capital, there is incentive to set cooperative policy, as Cardarelli et al.(2002) analyzed. That is, in a multi-period model unilateral deviations can be punished in the future, and a regional government may find it in its interest not to deviate now. We extend the results of Cardarelli et al.(2002) and derive the second best equilibrium when the first best one can not be sustained because of their impatience. Moreover, we answer to the question that how the tax rate on mobile capital at this cooperative equilibrium responds when the degree of capital mobility increases. When the cost of investing in foreign countries goes down, the increase of the short-run gain of deviating from the coordinated tax policy due to easy capital mobility exceeds the increase of the future loss of reverting to tax competition. Hence, it is more difficult to sustain the cooperation, which brings pressure to lower the cooperative tax rate.
