국문 초록

보안의 개념은 다양하고 광범위하다. 과거 인원보안, 통신보안, 시설보안 정도로만 이해되었던 분야에서 사회환경의 변화와 함께 다양한 기술적 요소들이 첨가되면서 물리보안, 정보보안, 융합보안으로까지 그 개념이 확장되고 있다. 무엇보다 보안의 개념은 방첩으로부터 기인한 개념이었으나, 현시점에서는 보안과 방첩 및 국가안보, 안전보장과도 같은 개념으로까지 의미와 개념의 혼재가 현존하는 상황이다. 이에 따라 본 논문은 보안과 관련한 다양한 유사개념들에 대한 이해를 바탕으로 보안의 개념정의를 새롭게 하고, 이를 통해 군사보안의 효율적인 대응방안을 설립하기 위하여 해킹, 사이버전 등 4차 산업혁명에 따른 환경변화에 대해 연구함으로써 군사보안이 지향해야할 방향점을 설정해 보고자 한다. 이러한 군사보안의 바른 발전방향은 향후 군사보안과 관련한 효율적이고도 생산적인 논의가 진행될 수 있는 토대를 마련할 수 있으며, 군과 국가발전의 시금석이 될 수 있다. 이는 군사보안이야말로 한 국가의 핵심이익과 직결되는 중차대한 이슈로서, 개인이나 조직, 국가와 군에 이르기까지 절대로 실패해서는 안될 최고의 이념이자 안보테마이기 때문이다. 앞으로도 추가적인 보완연구가 지속적으로 이어지기를 기대해 본다.

영문 초록

The concept of security is diverse and extensive. The concept is expanding to physical security, information security and convergence security, with the addition of various technical elements along with changes in the social environment in areas previously understood only as personnel security, communications security and facility security. Most of all, the concept of security was derived from anti-espionage, but at this point there is a mixture of meanings and concepts to such concepts as security, anti-espionage, national security, and security assurance. Accordingly, this paper should update the concept definition of security based on an understanding of various similar concepts related to security, and study the environment change according to the fourth industrial revolution, such as hacking and cyber warfare, to establish efficient countermeasures for military security through this paper. This right direction of development of military security can lay the foundation for efficient and productive discussions related to military security in the future, and can serve as a touchstone for military and national development. This is because military security is a crucial issue that is directly linked to a nation s core interests, and is the highest ideology and security theme that should never fail, from individuals, organizations, to the state and military. We look forward to continuing further complementary research in the future.
