국문 초록

최근의 범죄 양상은 지능화, 흉포화, 저연령화, 다양화 되어가는 현상이 뚜렷해지고 있으며 사회적 약자를 대상으로 한 강력범죄가 매년 증가하고 있는 추세이다. 이에 경찰은 범죄 발생에 따른 대비책을 마련하고는 있지만, 사후관리 체계일 뿐 위해요소를 궁극적으로 차단하지 못하고 있다. 공공부문에서 ‘국민안전’ 및 ‘생활안전’을 최우선 국정과제로 삼아, 경찰인력을 증가시켰음에도 불구하고 범죄발생 빈도에는 미치지 못하고 있다. 이에 범죄예방을 한정된 경찰력에만 의존하지 말고, 사회적 약자(아동, 청소년, 여성, 노인 등)들 스스로 범죄예방 전략을 수립할 수 있게 ICT(정보통신기술)에 기반 한 미래 첨단 치안 서비스, 즉 VR 콘텐츠를 활용한 상황별 범죄예방 프로그램을 사회적 약자에게 구현할 수 있도록 시스템을 구축한다면, 협력치안의 기반을 조성함과 동시에 이전 보다 범죄예방 효과는 증가할 것이다. 국가 연구개발 전반에 걸친 미래 비전과 가이드라인을 제시하는 연구기관인 한국과학기술기획평가원에서도 제4차 산업에 따른 미래 유망기술로 VR(가상현실)을 선정하였기에 사회적 위험으로부터 안전 사회 구축을 위해 첨단 기술을 활용한 범죄예방과 범죄대응에 사용될 콘텐츠가 될 것이다. 즉 이 연구는 경찰기관에서 실시하는 범죄예방 프로그램에 VR 콘텐츠를 접목시킴으로써 범죄예방 프로그램을 구축하고자 한다.

영문 초록

Violent crime targeting the socially disadvantaged has been increasing in recent years, leading to growing public demand for police anti-crime policies. Accordingly, the police are making preparations for the crime, but they fail to block harmful elements from the system. Making Safety of the People and Safety of Living a top administrative priority in the public sector, despite the increase in police personnel, it falls short of the frequency with which crimes are committed. Accordingly, the government should not rely solely on the police force to prevent crime, but rather on the future VR system based on ICT technology so that the social weak (children, teenagers, women, senior citizens, etc.) can develop criminal protection strategies. The Korea Institute of Science and Technology Planning (KICE), a research organization that presents vision and guidelines across the country s R&D, also selected VR (virtual reality) as a promising technology based on the 4th industry. In other words, the study aims to create a crime prevention program by incorporating VR contents into crime prevention programs conducted by police agencies.
