국문 초록

공직가치는 공익을 실현하는 공무원이 가져야할 가치이자 내부 지침이다. 그러나 기존 연구는 공직가치가 공무원의 직무태도에 어떠한 영향을 미치는지를 규명하는데 소홀 하였다. 이 연구는 공직가치와 혁신행동의 관계를 분석하고 조직시민행동의 매개효과를 검증하고자 한다. 실증 분석을 위한 자료는 ｢공직생활에 대한 인식조사 2020년-한국행정연구원｣ 설문조사이다. 분석단위 표본은 총 4,339개이다. 주요 분석결과는 다음과 같다. 첫째, 공직가치는 혁신행동에 직접적인 정(+)적 영향을 미쳤다. 둘째, 공직가치는 조직시민행동에 정(+)적 영향을 미쳤다. 셋째, 조직시민행동을 통해 공직가치는 혁신행동에 간접적인 정(+)적 영향도 미치는 것으로 나타났다. 이를 통해 공직가치가 혁신행동을 촉진하며, 조직시민행동이 이 긍정적 관계를 더욱 견인하는 것으로 결론 내렸다. 이상 분석결과를 토대로 이론적·정책적 함의점을 도출하였다.

영문 초록

Public service value is an important guideline for public servant. However, existing studies have neglected to investigate how public service value affects public servants job attitudes. This study analyzes the relationship between public service value and innovative behavior. In addition, we intend to verify the mediating effect of organizational citizenship behavior. The analysis data is a survey from the Korea Institute of Public Administration s 2020 ｢Awareness Survey on Public job｣. The total number of samples is 4,339. The main analysis results are as follows. First, public service value had a direct positive(+) effect on innovative behavior. Second, public service value had a positive(+) effect on organizational citizenship behavior. Third, it was found that the public service value through organizational citizenship behavior also had an indirect positive (+) effect on innovative behavior. Through this, public service value promotes innovative behavior. And organizational citizenship behavior further strengthens this positive relationship. Theoretical and policy implications were derived based on the above analysis results.
