국문 초록

농업에 대한 국민의 관심이 높아진 가운데 정부는 다원적 기능을 바탕으로 한 공익형 직불제를 도입하였다. 다원적 기능은 농업의 생산과정에서 부수적으로 창출되는 긍정적 외부효과를 의미하며, 환경보전, 식량안보, 경제 활성화 등 다양한 기능을 포함하고 있다. 자국의 농업을 보호할 수 있는 공익형 직불제의 정당성을 확보하기 위해서는 다원적 기능의 개념과 정의의 정립이 필요하다. 본 연구는 선행연구 분석을 통해 다원적 기능에 대한 연구방향과 신뢰성 확보를 위한 방안을 제시하였으며, 분석결과를 바탕으로 공익형 직불제 강화방안을 제시하였다.

영문 초록

Amid the growing public interest in agriculture the government introduced a public-interest direct payment system based on multifunctionality of agriculture. The multi-functionality means a positive externality effect created jointly with food in the agricultural production process. This includes various functions such as environmental conservation, food security, and rural revitalization. In order to secure the legitimacy of the public-interest direct payment system, it is necessary to establish the concept and definition of multi-functionality. This study suggests a research direction for multi-functionality and a method for securing reliability through reviewing previous studies. Based on the analysis results, we also present implications for strengthening the newly induced public-interest direct payment system.
