영문 초록

The market of marine biotechnology is expanding at a rapid rate in Korea, which also brings an expansion of the web of domestic stakeholders. This expansion of domestic stakeholders has put the Korean government in a very difficult position in making decisions and shaping its strategy for the UN BBNJ Intergovernmental Conference. The government should be aware of changing opinions stemming from the structural changes and interests in the market Although the stakeholders’ opinion is crucial in establishing the government’s policy making, little study has been conducted on the effective way to utilizing experts survey on utilizing marine biotechnology experts opinion for building national strategy for international negotiations especially on the UN BBNJ Intergovernmental Conference. This study shows the survey results of marine biotechnolgy experts on the governance of marine genetic resource regarding the BBNJ negotiations. As a further step, the study proposes the way based on an approach to ‘transnational law’ to utilize the survey on the marine biotechnolgy experts to shape a national strategy for the UN BBNJ Intergovernmental Conference.
