기초연금 소득인정액 개선방안 연구

국문 초록

현행 기초연금의 소득조사 기준 중 근로소득공제 수준은 근로장려정책 노선에 부적합하고, 상시근로와 일용근로에 따른 차별적 공제가 없으며, 재산의 소득환산과 중첩되는 이중계산 문제, 그리고 공적이전소득과 사적이전소득의 반영 기준이 명확하지 않아 상대적으로 부유한 계층에게 유리한 측면을 내포하고 있다. 따라서 기초연금제도에서 소득인정액 소득환산방식의 전면적 재검토가 필요한 상황이며, 현금 유동성 자산의 정확한 파악과 동시에 현실적인 소득환산율을 적용할 필요가 있다. 연구를 바탕으로 내린 결론은 첫째, 근로소득에서 근로소득공제를 상향조정하고 둘째, 노인들의 근로장려정책이 소득공제에 적용하고 셋째, 유사 성격의 소득에 대한 일관성 있는 정책이 필요하며 넷째, 부유층이 상대적으로 유리한 소득은 100% 소득으로 환산할 필요가 있다. 마지막으로, 특정소득에 의존할 수밖에 없는 대상에 대한 공제 혜택을 확대해야 한다.

영문 초록

Among the current income survey criteria for basic pension, the level of earned income deduction is inadequate for the work incentive policy line, there is no discriminatory deduction based on regular work and daily work, double calculation problems overlapping with the income conversion of property, and the criteria for reflecting public and private transfer income are not clear, which implies favorable aspects for the relatively wealthy class. Therefore, the basic pension plan requires a full review of the income translation method for the recognized amount of income, and requires an accurate understanding of cash flow assets and application of a realistic income translation rate. Based on the study, the conclusion is that first, the earned income deduction should be upgraded from earned income, second, the employment incentive policy for the elderly should be applied to the income deduction, and third, a consistent policy on income of similar nature is needed, and fourth, the income that the wealthy relatively favor should be converted into 100 percent income. Finally, the benefits of deductions for targets that are forced to rely on certain incomes should be expanded.
