국문 초록

2018년 10월 30일, 한국의 대법원이 일본기업에 일본강제징용 피해자에게 배상하라고 판결했다. 2019년 7월, 일본정부는 반도체 핵심부품의 수출규제 조치를 실행했다. 이후로 현재까지 한일관계는 악화일로의 길을 걷고 있다. 경제협력을 역사갈등과 분리하여 대응하던 ‘투트랙정책’은 이제 더 이상 찾아보기 어렵게 되었다. 한일관계에서 역사갈등을 빌미로 경제제재에 나서고, 경제제재가 역사갈등을 부추기는 새로운 현상이 나타나고 있다. 본 연구는 현재의 이 사태가 역사갈등이라는 종전의 틀만으로는 이해되기 어려우며, 장기적인 한일 경제관계의 변화에서 그 원인을 찾아야 한다고 제안한다. 한일협정이 체결된 1965년의 시점과 달리, 2020년의 한국은 일본에게 더 이상 여유롭게 포용할 수 있는 존재가 아니라, 정치·경제적으로 잠재적인 위협을 내포한 도전자가 되었다. 일본의 정치집단은 물론 대중여론도 한국과 중국의 정치·경제적 결합(coupling)에 민감하게 반응하고 있다. 따라서 최근의 한일관계의 충돌은 역사갈등의 차원이 아니라 ‘소국화하는 일본’과 그 정서적 반응이라는 차원에서 조망할 필요가 있다. 새로운 정치·경제적 조건 속에서 한국국민의 민족주의 감정의 고양, 일본국민의 보복 심성을 어떻게 규제(control)하고 관리(taming)할 것인가의 문제를 해결하는 데에, 한국과 일본의 시민들은 지혜를 모아야 할 것이다.

영문 초록

On October 30, 2018, the Korean Supreme Court ruled that Japanese companies should compensate victims forcedly labor-mobilized by Japanese state during the 2nd World War. On July 4, 2019, the Japanese government implemented measures to regulate exports of core components of semiconductors. Since then, Korea-Japan relations have been deteriorating. The so-called “two-track policy”, which dealt with economic cooperation separately from historical conflict, has become no longer available. There happened a new phenomenon, such as embarking on economic sanctions on a pretext of historical conflicts between Korea and Japan, and the economic sanctions instigating historical conflicts. This study suggests that the current situation cannot be understood only by the traditional framework of historical conflicts, and that the cause should be sought from the long-term changes in the economic relations between Korea and Japan. Unlike in 1965, when the Korea-Japan Agreement was signed, Korea in 2020 became a potential challenger to Japan politically and economically. Not only Japanese political leaders’ group but also the mass are sensitively responded to the political and economic coupling of Korea and China. Therefore, it is necessary to look at the recent conflicts between Korea and Japan on the viewpoint of ‘decreasing Japan’ (becoming smaller country) and its emotional response rather than the dimension of historical conflicts. Citizens of Korea and Japan should work together to solve a problem: how to control and manage rising nationalist sentiments among the Korean people and boiling feelings of revenge among the Japanese people in the new political and economic conditions.
