발전소주변지역 지원사업의 비용효율성에 대한 분석:

국문 초록

우리나라에서는 1989년부터 발전소주변지역 지원에 관한법률을 제정하여 경제발전에 따라 증가하는 수요에 대해 안정적인 전원(電源)의 개발을 도모하여왔다. 하지만 관련 연구결과 사업의 규모는 해마다 증가해 왔지만 주민들의 지원사업에 대한 인식수준과 만족도는 낮아 지원사업의 효율성에 개선의 여지가 큰 것으로 나타났다. 선행연구에서는 사업의 만족도와 수용성에 영향을 주는 요인을 밝혀내는 측면의 연구가 주로 이루어져 왔지만, 사업의 효율성을 높이기 위한 구체적인 방안으로 개별 사업의 효율성을 깊이 있게 분석한 연구는 제한적 이였다. 본 연구는 자료포락분석(DEA-data envelopment analysis)기법을 이용하여 울진군에서 시행된 기본지원사업과 사업자지원사업의 운영효율성을 분석하여 사업별로 자원의 투입과 산출에 기반을 둔 사업별 운영효율성 향상방안을 제시한다. 분석결과 기본지원사업은 12개의 DMU 중 7개가 효율적으로 분석되었고 사업자지원사업은 12개의 DMU 중 5개가 효율적인 사업으로 분석되었다. 본 연구를 통해 도출된 개별 사업의 효율성개선방향은 실무에 바로 적용이 가능하고, 지원사업의 사후 관리를 위하여 개별 사업의 성과목표 및 평가지표를 개발하는데 도움을 줄 것으로 기대된다.

영문 초록

Since 1989, the Korean government has enacted the laws to support the surrounding areas of power plants for developing stable power sources upon the increasing power demand due to rapid economic development. Related previous studies show that the size of the project has been increasing year after year, but the recognition level and satisfaction level of residents support projects are low, which leaves room for improvement. While previous studies have been mainly focused on identifying factors that affect project satisfaction and acceptability, an intensive study on the efficiencies of individual projects as specific measures to enhance them is limited. This study analyzes the operational efficiencies of Basic Support Project and Supplier Support Project implemented in Uljin district by using DEA (data envelopment analysis) technique and suggests methods to improve the operational efficiencies of each project based on adjustment of input and output of resources for each project. As a result, in the Basic Support Project, 7 out of 12 DMUs were analyzed efficiently and in the Supplier Support Project, 5 out of 12 DMUs were analyzed as efficient. It is expected that the results of this study can be applied immediately in practice for the efficiency improvements and will help to develop goals and evaluation indices of the support projects for follow-up management.
