문화적 유럽통합의 태동과 전개

국문 초록

본 논문은 1948년 헤이그 회의(the Congress of Europe in the Hague)의 유럽통합사적 의미에 주목하며 문화적 유럽통합(Cultural European Integration)의 태동과 전개를 살펴본다. 헤이그 회의는 양차 세계대전이 끝나고 유럽 대륙의 통합론자들과 평화론자들 약 800여명이 한 자리에 모여 평화와 번영을 위한 통합유럽의 밑그림을 그린 자리였다. 헤이그 회의에서는 정치, 경제/사회 뿐만 아니라 문화적 유럽통합에 대한 논의가 함께 이루어졌는데, 본 논문은 헤이그 회의가 문화적 유럽통합의 시원적 역할을 했고, 이 헤이그 회의의 문화분과에서 활약하던 드니 드 루즈몽(Denis de Rougemont)과 살바도르 데 마다리아가(Salvador de Madariaga)가 이후 문화적 유럽통합의 흐름을 주도했다고 주장한다. 특히, 이러한 문화적 유럽통합의 흐름이 이 두 사람 간의 입장 및 시각 차이로 인해서 스위스 제네바(Geneva)와 벨기에 브뤼헤(Brugge)에서 상이하게 전개되었다는 것에도 주목한다. 그리고 이러한 문화적 유럽통합에 대한 재조명을 통해서 유럽통합사적 맥락 위에서 오늘날 유럽연합의 문화 및 교육 정책의 기원을 찾아보고자 한다.

영문 초록

This article aims to explore the emergence and evolution of the cultural European integration by examining the historical significance of the Congress of Europe in the Hague in 1948. The Hague Congress, held just after World War II, gathered about 800 people in one place who supported the European integration for peace and prosperity. The Hague Congress was composed of not only political and economic/societal committees but also cultural committee to discuss the cultural European integration. In this context, this article contends that the Hague Congress played an embryonic role in the cultural European integration, and that the two leading activists in the cultural committee, Denis the de Rougemont and Salvador de Madariaga, have led the direction of the movements since then. In particular, the difference in ideas and plans between the two leading activists led to the historical bifurcation of the movements of cultural European integration. This created a movement based in Geneva, Switzerland led by Denis de Rougemont ,and a separate movement in Bruges, Belgium led by Salvador de Madariaga.
