국문 초록

재야는 한국에서 군부권위주의 시기동안 가장 강력하게 저항한 운동이자 세력이었다. 1961년 5.16직후 만하여도 저항세력은 군사쿠데타에 대해 비판적이지 않았었다. 재야의 최초 등장 계기는 한일국교정상화로 인한 민족주의 열정의 분출이었다. 즉, 민주주의가 아니라 민족주의 의제가 지배와 저항의 분기를 통한 재야등장의 직접적 계기였던 것이다. 3선개헌을 계 기로 민주주의 문제는 비로소 재야의 저항의제로 대두되었다. 산업화의 추진 이후 대두한 노동∙민중문제가 재야의 의제로 자리 잡은 결정적 계기는 전태일 분신사건이었다. 이로 인해 민족-민주-노동∙민중이라는 재야의 의제가 모두 전면으로 자리 잡은 셈이었다. 유신체제의 등장은 이들 모든 의제를 반유신, 반독재로 응축하여 체제와 저항, 지배와 재야를 생사투쟁 또 는 전부 아니면 전무로 몰아넣은 계기였다. 억압과 저항은 동시에 강화되었다. 또한 반유신, 반독재 의제로 단일화하며 재야와 의회세력의 연대가 가능하였다. 궁극적으로는 상대적으로 작은 민중참여에도 불구하고 야당-재야-대중의 느슨한 연대가 형성되자 박정희 체제는 붕괴되고 말았다.

영문 초록

This paper analyzed the rise and expansion of key issues of social movement - Chaeya - under the Park Chung-Hee regime. Chaeya was a strong and tenacious social movement force under the authoritarian regime in South Korea. At first oppositional forces did not resist the military coup d’etat led by Park in 1961. But with the coming of the issue of national ism given by the Korea-Japan diplomatic normalization, Chaeya group was formed, and began to resist the regime. Nationalistic issue, not democratic issue, paved the first ground of Chaeya rising. At the time of Park’s constitutional revision allowing for his own third-term, Chaeya group so quickly expanded their issue to the problem of democracy. Before that time, due to the continuation of democratic façade, they did not encompass the issue. Rapid industrialization generated the various problems of labor and socio-economic conflict. Chaeya group was so keenly conscious of the importance of this problem. Young labor Cheon Tae-Il’s burning-himself-to-death in 1970 played the role of sparkle in spreading and deepening the labor and socioeconomic issue. Park’s construction of Yushin system was a crucial and final moment of life-or-death struggle between Chaeya and regime, ruling bloc and oppositional group. It geared up the solidarity and common struggle of political parties and social movement. Strong repression gave rise to strong opposition. Then, without the cessation of one of the two groups, the relations of them could not continue.
