영문 초록

Developed countries of the world has focused on strengthening the disaster management capability of local government as emphasized the importance of responsibility and the role of local government. Disaster management system of local government in Korea also have several problems. Therefore, in this study conducted a survey in each area residents on disaster management consciousness for strengthening the disaster management system of local government in Korea. As a result, cooperation system between the central government and local government, commanders and residents education programs enable, recruiting of disaster management personnel, improvement of budget expansion and distribution were analyzed the factors affecting for strengthening the disaster management capability of local government.
