The article is primarily concerned with the programming of the House of Culture, which has been established as a key policy tool for cultural welfare and cultural democracy since 1996. The House of Culture is a small-sized local arts center whose purpose is to promote amateur arts by encouraging the local residents to develop their creativity through cultural activity. It can be said that the programs of the House of Culture are the output of the collective action in the sense that the internal and external actors of the House of Culture participate and interact dynamically throughout programming.
The purpose of this study is to identify the characteristic of partnership between the House of Culture and community organizations in the programming of the House of Culture. For this purpose, the article seeks to examine how the House of Culture has partnered community organizations in developing and implementing its programs. In addition, the evolution of cultural policy concern for amateur arts in Korea will be examined. Furthermore, the article attempts to develop the strategies for promoting the partnership between the House of Culture and community organizations.
As a result of analysis, there are a few Houses of Culture seeking to promote partnership with the related organizations in community in a positive way. The partners of the House of Culture are restricted to schools, arts groups and local arts centers. The Houses of Culture managed by nonprofit, organizations tend to make the effort to partner other organizations more than those managed by local authorities. The quality of partnership is considerably affected by the leadership factor. In addition, the quality of partnership is largely associated with the effectiveness of the House of Culture. Finally, the article suggests that the strategic approach is necessary in order to develop partners of the House of Culture.
