국문 초록

북한당국은 탈북민 대상 재입북 공작을 실행하고 있다. 북한의 대남공작기 관은 국내정착 탈북민 중 사회부적응 탈북민, 중국방문 탈북민 등을 대상으로 북한가족을 불모로 한 회유와 협박 등을 통해 포섭하고 있다. 2017년 10말 현재 26명의 탈북민이 재입북한 것으로 알려졌다. 북한당국은 재입북 탈북민을 이용해 김정은 체제 찬양과 남한체제 비방 등의 선전도구로 활용하고 있다. 이외에도 탈북민의 탈북과정, 국내입국 후 정부기관의 조사 과정, 사회정착 교육, 탈북민 신상 등에 대해 알게 된 각종 정보를 탈취하고 있다. 이 글은 북한당국의 탈북민 대상 재입북 유인 공작에 대한 문제점을 분석한 후 탈북민 신변보호 개선방안을 제언했다. 탈북민의 재입북 방지를 위한 예방대책도 중요하지만, 탈북민 스스로의 자정노력이 무엇보다도 필요하다. 국내입국 탈북민이 우리사회에 적응하는데 조금은 서툴지만, 우리와 통일을 함께해야할 동반자이자 국민이라는 사실도 잊지 말아야한다. 오늘도 북한 주민들은 대한민국의 따듯한 품을 그리워하며, 김정은의 공포정치에서 벗어나고자 목숨을 담보로 탈북을 시도하고 있다.

영문 초록

As North Korea has been maneuvering espionage operations to make North Korean defectors return to its regime, there has been 19 people who ended up re-entering to North Korea as of 2016. North Korea either conciliates financially and even threatens defectors with their remaining families in the North by targeting those who have difficulties in adjusting to South Korea, or even abducts people and sends them back to North Korea by force. Re-entry of those defectors is exploited as a means of propaganda by justifying the current North Korea regime and denouncing South Korea’s democracy and capotalism. Further, North Korea attempts to obtain security information with regard to the process of escaping the North, entering and adapting to the South. This study suggests improved personal protection system for North Korean defectors focusing on current situation where North Korea consistently threatens or lures many defectors to return to the North. On top of this institutional and governmental effort, it is also imperative that North Korean defectors as well should try to improve their own attitude and status in their new living environment by themselves. There gradually are more people who keep trying to escape North Korea upon their lives for freedom. As tough as it may be, it should be regarded that the protection and support for North Korean refugees are essential prerequisites for peaceful and successful reunification
