한반도에서 원자력이 지닌 해방자－구원자 이미지와 그 결과들

국문 초록

1945년 일제 식민지에서 해방된 후 한반도 민중에게 원자력은 해방자-구원자로 다가왔다. 한국전쟁 후 원자력은 남북한 모두에게 생존과 번영을 위해서는 없어서는 안되는 것이 되었다. 이들에게 원자력은 무엇보다 원자탄을 제공해줄 수 있는 것이었다. 북한은 연구용 원자로와 소형 원자로를 이용해서 원자탄 개발에 성공했 다. 남한은 독자적인 원자탄 개발을 시도했으나 미국의 간섭으로 실패했다. 그러나 미국의 핵우 산을 방패삼아 원자력발전 강국이 되었다. 남한과 미국은 원자력발전소를 제공함으로써 북한의 핵개발을 저지하려 시도했지만 실패했다. 핵을 핵으로 제어한다는 발상이 성공할 수 없었던 것이다. 여기서도 구원자로서의 원자력에 대한 남한과 북한의 집착을 발견할 수 있다. 한반도에서 원자력의 구원자-해방자 이미지는 매우 강하게 뿌리내리고 있다. 북한에서는 미국에 대항하는 생존수단으로서 핵무기 보유를 확대하고 있다. 남한에서는 미국과의 협상을 통해 원자력발전 확대를 넘어 사용후 핵연료의 재처리를 통한 플루토늄 추출권 확보까지 시도하고 있다. 한반 도가 원자탄과 원자력발전으로부터 해방될 수있으려면 이 이미지를 벗겨내야 한다. 이는 원자 력이라는 과학기술, 과학기술 자체의 본성에 대한 성찰 없이는 이루어질 수 없다.

영문 초록

After the end of Japanese colonial rule in 1945 the nuclear power was perceived by the people of the Korean Peninsula as savior and liberator. During the Korean War nuclear power in the form of the atomic bomb was eagerly accepted by the South Korean people as almost the only means of preventing the communization of the southern part of the Peninsula. People in North Korea, meanwhile, experienced the unbearable horror caused by severe bombing and assumed that the nuclear attack of the U.S.A. was highly probable. Consequently, people in North Korea became convinced that having nuclear power was the only way to prevent the devastating offensive of the U.S.A. During the 1960s the two Koreas were able to conduct their own research nuclear reactors. South Korea secretly established a nuclear weapon’s development program in 1970s but failed to complete it because of the intervention from the U.S.A. and the assassination of the dictator Park. However, South Korea was able to develope nuclear power plant technology under the nuclear umbrella of the U.S.A. and became one of the most highly developed countries in the nuclear energy sector. North Korea struggled to develop it’s own nuclear weapons and finally succeeded in carrying out nuclear tests and becoming a nuclear power state. Nuclear power in the Korean Peninsula is of no long-term benefit for Korean people and should be banished from the Peninsula. However, because the ‘nuclear spell’ is so powerful that it is difficult to find a way to achieve this. To liberate Korea from it’s ‘nuclear spell’, it is necessary to analyze the very nature of nuclear technology as a modern technology and to develop the alternatives to it.
