노인일자리사업 및 사회활동 지원사업의 현황과 참여노인의 생활만족도에 관한 연구

국문 초록

본 연구는 급속한 고령화사회의 도래로 인한 고령인구의 노동력 활용이라는 과제와 보충적 소득창출 및 생산적 활동에 따른 사회참여로 인한 생활만족도에 대하여 연구하고자 한다. 2004년부터 시행된 정부의 노인일자리사업의 근본적인 취지는 노후소득보전과 사회참여를 통한 여가활용과 건강증진을 목적으로 한 정책이지만, 고령자의 욕구충족이나 일자리의 연장 및 창출방법들의 성과가 기대에 미치지 못했으며 그나마 노인의 경험을 활용하는 진정한 일자리라기보다는 생계를 위한 수단으로 단순 작업으로 수행하는 것이 현 실정이다. 본 연구자는 노인일자리사업을 통한 보충적 소득보장과 생활만족도에 미치는 영향을 추정하기 위해서 노인 일자리 사업의 현황과 노인 취업 활성화에 대한 연구의 경향과 논문을 분석하였다. 분석을 위해 ‘학술 연구 정보서비스 (RISS) 에서 검색한 문헌 120편에서 연구의 경향을 도출하였으며, 10편의 박사논문을 분석하여 문제점을 중심으로 분석결과를 도출하였다. 연구를 진행하면서 부족했던 점은 소득보장과 생활만족도라는 두가지 정책적 목표를 이루기에는 현재 일자리의 직무환경과 조건이 열악했으며, 노인의 경험을 활용하는 진정한 일자리(Job)라기 보다는 단순작업을 형식적으로 수행한다는 것이다. 그러나 일자리 참여를 통한 노인들의 경제활동은 경제적 복지 상태에 긍정적인 영향과 생활만족도 수준을 높여주는 영향을 제공하는 것으로 나타났다. 따라서 본 연구는 일자리 사업 및 노인 사회활동 지원사업에 참여하는 노인의 사회적 자본과 삶의 만족도를 향상시키는 기초자료로서 조금이나마 기여하는 데 있다.

영문 초록

The present study is about the satisfaction of the elderly according to participation in society of their labor and use of their additional income-generating and productive activities of the elderly population due to the rapid aging society. In 2004, the government’s effort to provide opportunities to work for the elderly was to increase their income, to invite them to participate in activities of society, to use their time creatively, and to increase their health condition. But this expectation didn’t reach to its goal. And use of their labors and experiences didn’t have positive and rewarding influence to them. Many cases their labor was used to earn just a little bit more extra income for themselves. So, this research analyzed how we can bring true satisfactory results from participating of our elderly in society and utilize their mature experience to benefit our society. This analysis is based on the study of Academic Research Information Service (RISS)’ and other 120 thesis of doctoral level of study. Again while searching for right answers for the satisfactory life of our elderly, I found that working environment and condition of the elderly was poor, and the work they were doing was too simply to give them rewarding experience. However, one thing positive of government effort to increase elderly people’s welfare was there are more open opportunities to work than before. So I hope that this study can be use to review current policy of our government for the elderly to find a right path to satisfy our senior citizens as they want to use their talents and experience to benefit others.
